    Examples of Duties

     

    Hands-On Emergency Planning & Training: In this role, you will support emergency management planning and exercises, including assisting with the design and operation of citywide drills — from earthquake “Drop, Cover, Hold On” exercises to wildfire smoke shelter activations. Here, you get the chance to see your work directly improve how employees and community members stay safe.

     

    Community Preparedness Outreach: You will teach families and community members how to prepare for emergencies at events like Tigard’s Latino Cultural Celebration, PRIDE Festival, Downtown Trick or Treat Main Street, and the annual Community Preparedness Fair. This means you’re not just behind a desk — you’ll be face-to-face with residents, building trust and awareness.

     

    Safety Innovation & Problem-Solving: This position coordinates the Public Works Department safety program including tracking safety training, inspections, and corrective actions as well as collecting, analyzing, and reporting safety and emergency data. This work includes identifying potential safety issues in the department and collaborating with our teams to create practical solutions. You will be helping teams come up with alternative work procedures or investigating new equipment that will improve the overall safety aspects of the work.

     

    Real-World Incident Support: When the City of Tigard activates cooling or warming centers, or responds to severe weather, you’ll be part of the team making sure operations run smoothly. You will earn valuable on-the-ground experience in an emergency management role.

     

    Professional Growth & Certifications: The city supports professional development with FEMA training, Incident Command System (ICS) training, OSHA safety certifications, and regional emergency management workshops. Here you’ll build a strong foundation for a long-term public safety and emergency management career.

    Minimum Qualifications

    Any combination of training and experience, which would provide the required knowledge, skills and abilities, to perform the essential functions of the position, may be qualifying. A typical way to obtain the required qualifications would be:

     

    Equivalent to the completion of a Bachelor's Degree in business or public administration, public relations or public affairs, marketing communication, event coordination or a related field; AND,

     

    A minimum of two (2) years' experience in program planning, development, event coordination, and administration, and/or community outreach programs in public or private organizations.

    Preferred Attributes: Knowledge and experience in one or more of the following areas:

    + workplace safety

    + emergency management/preparedness, including incident command system (ICS), national incident management system (NIMS)

    + occupational safety and health (OSHA, OR-OSHA)

    + hazard and risk mitigation

    + public works operations

     

    Supplemental Information

     

    Union: not applicable for this position

     

    General Schedule: Monday–Friday, 8:00 AM – 5:00 PM (40 hours per week). OR Monday-Thursday, 7:00 AM – 5:00 PM with some flexibility and remote work option up to 1 day per week.

    Other Schedule Impacts:

    + Occasional evening or weekend work may be required for community events (e.g., Tigard Festival of Balloons, Latino Cultural Celebration, Halloween Trick or Treat Main Street, Community Preparedness Fair).

    + During emergency activations (severe weather, wildfire smoke, floods, etc.), employees may be asked to adjust schedules or work extended hours to support response operations.

    + Flex time may be available to balance out hours worked outside the normal schedule.

    + This position is primarily on-site, as many duties involve facility safety inspections, training, and in-person community engagement.

    + Limited remote work may be available for administrative tasks such as drafting safety plans, updating procedures, or data entry — typically 1 day per week with supervisor approval.

    + On-Call / Emergency Availability: While not expected to be on-call 24/7, employees should be willing to respond in a support role during significant citywide emergencies. Examples: helping with cooling/warming centers, staffing the Emergency Operations Center (EOC), or assisting with safety communications.
