    Job Description

    Iowa Workforce Development is seeking a dynamic and motivated Division Administrator to serve the Iowa Vocational Rehabilitation Services Division.

    The successful candidate will:

    + Administer complex programs to provide vocational rehabilitation and independent living services to individuals with disabilities under the requirements of the Code of Iowa, State Plan for Vocational Rehabilitation, and the Workforce Innovation Opportunities Act. Plans, organizes, and directs the operations of the Iowa Vocational Rehabilitation Services (IVRS). Develop strategic plan, State Plan, Comprehensive Needs Assessment, and collaborative cross system state work plan. Problem solves funding requirements and policies needed for accomplishment of established goals. In forms the Director of plans, activities, and accomplishments. Recruit, select, train, assign, direct and supervise employees of the division directly and through subordinate managers and supervisors.

    + Lead development and implementation of strategic and state plan in the establishment, expansion and coordination of rehabilitation services and interprets program objectives to rehabilitation personnel, the legislature, and the public to promote and gain acceptance for vocational rehabilitation programs and persons with disability. Provides leadership and supervision in carrying out the responsibilities of federal objectives in the delivery of goals and objectives related to the independent living program.

    + Represent IVRS in relationships and partnerships at the national, regional, state, and local levels with public, private, professional and consumer organizations interacting with disability related issues. Increases exposure and visibility of employment and independent self-sufficiency for individuals with disabilities. Communications include the Federal Rehabilitation Services Administration and State/federal core partner programs. Develops and maintains effective partnerships with such entities that assist in administrating the Agency's strategic and state plan.

    + Directs and identify fiscal and financial policies and procedures to ensure agency is operating with sound fiscal and financial practices. Provides oversight to ensure expenditures are allowable and allocable to state and federal rules and guidance. Directs preparation of budgets and budget justifications. Exercise control over expenditure of funds. Establishes and maintains accounting procedures to meet state and federal requirements and to assure expenditures are for the purposes intended.

    + Establishes methods and procedures to assure uniform application of all policies, rules, and regulations, evaluates effectiveness of policies, program objectives and personnel performance. Installs, innovates, and creates methods, procedures, objectives and applies personnel as necessary for program improvement.

    Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.

     

    No applicant for employment with the Iowa Department of Workforce Development can have a current, ongoing overpayment balance with Iowa Workforce Development without a payment plan in place. Select positions will be subject to a criminal background check.

     

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

     

    2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):

    a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
