    Job Description

    The Iowa Department of Transportation is seeking a strategic and visionary Public Service Executive to serve as theDistrict Engineer for District 6. This at-will position, reporting to the Field Operations Division Director, serves as senior leadership within the Field Operations Division. Iowa Department of Transportation’s Mission isMaking Lives Better Through Transportation.     Location : District 6 Office, Cedar Rapids, Linn County

     

    Shift Requirements : 40 hours/week, day shift, occasional overnight travel required

     

    As the District 6 District Engineer , you are responsible for all transportation activities on the interstate and primary highways of your district. Your duties will include, but are not limited to:

     

    Program & Operations Leadership

     

    + Oversee planning, design, construction, and maintenance of interstate and primary highway projects.

    + Recommend and develop improvement and rehabilitation plans.

    + Manage contract administration, inspection, and emergency response operations.

    + Advocate for local jurisdictions and citizen groups in transportation planning.

     

    Strategic & Administrative Management

     

    + Participate in policy development, long-range planning, and budget oversight.

    + Monitor district spending and staffing to ensure alignment with authorized budgets.

    + Represent the department in meetings with federal agencies, legislators, and industry partners.

    + Present transportation reports and updates to the Transportation Commission.

     

    Team Leadership & Development

     

    + Lead a team of ~285 staff, fostering a culture of accountability, transparency, and ethical behavior.

    + Oversee hiring, performance management, workforce planning, and employee development.

    + Promote continuous improvement and customer-focused service delivery.

     

    Stakeholder Engagement & Communication

     

    + Maintain effective communication with the public, media, government officials, and industry stakeholders.

    + Build partnerships to improve service delivery and process efficiency.

    + Participate in regional and national transportation organizations to share best practices.

     

    Licensure: Licensure as a Professional Engineer by the Iowa Engineering & Land Surveying Examining Board is required for this position.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to seven years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

     

    2) Eleven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):

    a. Seven years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Five years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Manager 1, Public Service Manager 2, or comparable specific management-level position.
