    Are you a highly experienced and strategic financial professional with a passion for leadership and public service? The Department of Children and Families (DCF) is seeking an exceptional individual to manage and supervise the daily activities and operations in our Budget Office - Budget and Fiscal Operations for the Managing Entities Program.

    About the Role:

    This is a highly responsible, complex professional position that requires advanced expertise in budget development, fiscal analysis, and team leadership. You will play a critical role in ensuring the financial health and accountability of operations related to the Managing Entities.

    Key Responsibilities and Duties:

    Responsibilities will fall into three main areas:

    Leadership and Supervision

     

    + Direct and inspire a professional team: Your primary duty involves supervising and directing employees, including communicating, motivating, training, and evaluating performance

    + Execute managerial authority: You will have the authority to effectively recommend actions such as hiring, promotion, disciplinary action, and assigning work.

    + Plan and optimize: Plan workloads, workflows, deadlines, work objectives, and time utilization for your staff.

     

    Budget and Financial Operations

     

    + Oversee Report Preparation: Supervise and direct the preparation of a variety of complex budget reports, financial reports, and statements, including monthly, quarterly, and annual submissions.

    + Financial Analysis: Conduct thorough analysis of financial information and prepare ad hoc reports providing visibility on spending trends and budget balances.

    + Policy and Compliance: Develop and maintain policies and procedures, ensuring adherence to internal control procedures and accounting standards.

     

    Strategic Consultation and Improvement

     

    + Legislative Budget Request (LBR) and Operating Budget: Provide crucial assistance and consultation to management, programs, and Managing Entities in the development of the Department's Legislative Budget Request (LBR) and Approved Operating Budget, ensuring consistency with the General Appropriations Act.

    + Problem Solving: Offer budget assistance in developing solutions to complex problems related to fiscal administration and budgetary controls.

    + Process Improvement: Lead office-wide process improvement initiatives, including process mapping, tracking performance, and preparing reports on the effectiveness of changes.

    + Qualifications We're Looking For:

    The ideal candidate will demonstrate:

    + Extensive experience in budget development, financial reporting, and complex fiscal analysis.

    + Proven track record in supervising and directing employees in a professional setting.

    + Expert knowledge of internal control procedures and accounting standards.

    + Strong communication and consultation skills to work effectively with management, programs, and external entities.
