    Description of Job

    The Work Unit:

    The purpose of the Watershed Section is to provide information and planning, financial and scientific support services to the Water Quality Control Commission (WQCC), government agencies, regulated entities, and performance partners so they can protect, improve, and restore water quality in Colorado. The Watershed Section accomplishes this by maintaining alignment with federal water quality requirements, federal/state annual agreements, federal grant specific requirements, WQCD Strategic Plans, and the Watershed and Engineering Program work plan and results measures. The Watershed Section is comprised of five units that execute various regulatory and non-regulatory functions on a small to large watershed scale across Colorado: the Environmental Data Unit, the Monitoring & Data Unit, the Standards Criteria Unit, the Standards Feasibility Unit, and the Restoration and Protection Unit.

    The Position:

    This position is a second level supervisor responsible for managing the five unit managers that supervise over 29 technical and administrative staff level FTE. This responsibility includes oversight of the regulatory and nonregulatory technical support services provided by the five units through implementation of their respective work and action plans. This oversight is guided by the development and implementation of a comprehensive section work plan that maintains alignment with the applicable federal, CDPHE, and WQCD missions and goals. This oversight includes fashioning the strategy and tactics for the Watershed section to support higher level strategic plans and the workplans of other sections across the division. This position inspires unit managers and staff to embrace the Program and WQCD mission and vision and to be committed to implementation of the applicable program priorities. This position is expected to be a leader amongst stakeholders to engender respect for the WQCD role in implementing the various water quality monitoring, assessment, standards, planning, restoration, and protection activities within the section. This position supports both the Clean Water Program’s efforts to advance Colorado’s position with EPA and state stakeholders on emerging initiatives and provides information regarding the value associated with a state-implemented program that results in increased willingness to support continued program funding. This position allocates staff and operating and travel resources based on the section work plan priorities to address the most pressing public health and environmental issues.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications/Substitutions:

    There are (3) three ways you can qualify for this position:

    Experience

    + Ten (10) years of professional experience in engineering, water resources and power development sciences, law or business/management or closely-related field to the work assigned to the position.

    Education & Experience

    + Graduation from an accredited college or university with a bachelor's degree in engineering, environmental sciences, hydrology, law or business/management or closely-related field of study

    AND

    + Six (6) years of professional experience in engineering, water resources and power, environmental sciences, law or business/management or closely-related field to the work assigned to the position.

    Advance Education

    + An advanced degree (Master's or Doctorate) from an accredited college or university in engineering, environmental science, hydrology sciences, law or business/management or closely-related field will substitute for the required general experience on a year-for-year basis.

     

    This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated. A copy of your transcript must be submitted at the time of application (Unofficial transcripts are acceptable.)

    Conditions of Employment:

    + A pre-employment background check will be conducted as part of the selection process.

    + The position requires infrequent travel for conferences, workshops and meetings. Travel is estimated to be 5% or less of work time. Travel may require the operation of a vehicle to perform assigned duties.

    + Critical Status - Must be available in the event of the activation of the Continuity of Operations (COOP) and may be required to report to work immediately at the regular or alternate location.

    Preferred Qualifications:

    The preferred experience and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

    + Applicants with an advanced degree in engineering or environmental science are strongly encouraged to apply

    + Demonstrated knowledge of complex infrastructure project and funding requirements and matter, state of Colorado water quality standards and regulations

    + Knowledge of and experience in Environmental Protection Agency (EPA) standards, operating procedures and processes related to water quality including infrastructure funding

    + Knowledgeable and highly proficient in all Microsoft Suite applications

    + Knowledgeable and highly proficient in Google applications, specifically Gmail and Google drive

    + Demonstrated financial acumen to include budget experience, procurement (State of Colorado procurement familiarity is a plus)

    + Ability to perform data querying, analysis, and reporting

    + Documented experience developing work processes for others

    + Outstanding skills and abilities in verbal and written communications

    + Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times

    + Experience managing complex and time sensitive projects

    + Proven leadership skills

    Appeal Rights:
