    Job Description

    MARKETING STATEMENT

    Do you want to have a lasting impact on connecting communities in the Washington DC region? Bring your background in transit project management to our Wayside Work Planning team as we tackle Metro's capital improvement program Rail Service Adjustment Planning and scheduling needs.

     

    This role interacts visibly and extensively with WMATA internal and external stakeholders to perform time-phased project and resource forecasts, reviews schedules, monitors project deliverables progress. Working with technical project managers to validate findings, provide progress updates and recommendations to forecast major future rail service adjustment (RSA) needs while evaluating customer impacts, and provide inputs to forecast the 5-year Capital Infrastructure program's impact on the rail right of way.

     

    You will actively partner with various stakeholders to evaluate total project implementation cost estimates and schedules for various project types including new construction and existing system rehabilitation for various types of systems and construction projects in our rail system. Your efforts will contribute to publishing the annual Wayside Work Planning RSA schedule and the long-range planning of rail capital and state of good repair projects.

     

    The ideal candidate should be able to demonstrate in depth knowledge of rail assets and ability to learn rail operations, the ability to maintain dynamic interpersonal relationships and collaboration across departments with many internal and external stakeholders, translate between operational and capital needs, and demonstrate the ability to pivot between projects and initiatives.

    Minimum Qualifications:

    Education

    + Bachelor's degree in Management, Finance, Transportation or related field.

    Experience

    + Four (4) years of experience managing and supporting technical projects over project life-cycles; developing complex project and program budgets and forecasts; and developing program status reports for broad audiences such as executive management, leadership and technical teams.

    Certification/Licensure

    + N/A

    Preferred

    + Project Management Professional (PMP) Certification

    + Master's degree in Management, Finance, Transportation, Planning or related field.

    In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

    SUMMARY

    The Manager, Capital Programs provides full life-cycle program management support to the capital projects delivery teams for Washington Metropolitan Area Transit Authority (WMATA)'s Capital Improvement Program. The incumbent is responsible for managing capital project plans and timelines, participating in ongoing project planning activities to include schedule development, resource allocation, issue prioritization, risk planning, budgeting and reporting. In addition, the incumbent advises and assists with development and implementation of policies, financial controls, procedures and standards for management of WMATA's capital projects. The incumbent further oversees the development and implementation of technologies and systems to assist with management and reporting of capital projects. The Manager, Capital Programs works closely with various WMATA stakeholders and departments, including executive management.

    Essential Functions:

    + Performs time-phased project cost and resource forecasts, reviews schedules, monitors project deliverables progress, and provides budget and cost management for capital projects, to maintain robust project controls and assure capital projects are delivered within scope, budget and on schedule. Prepares project status reports and analyzes project financials and schedules. Works with technical project managers to validate findings, provide progress update and recommendations. Utilizes available project management tools and systems to validate actual progress, issues and risks, and analyzes status variances, and produces project status report using established format and guidelines.

    + Integrates project status data, such as cost and schedule with data outputs of various financial systems, to provide support to project delivery teams, including budget adjustments, commitments management, labor utilization, contractor and/or vendor management. Compares and analyzes project cost and schedules data against actual data in financial systems (PeopleSoft), and executes or coordinates solutions.

    + Plans, directs and coordinates activities for evaluating and monitoring the progress and status of the capital, reimbursable and other projects, to ensure adherence to the approved project budgets, established scope and conformed project schedule.

    + Supports the implementation of new project management information systems, working tools, and dashboards. Directs process re-design and implementation to improve and augment existing project management information systems to increase efficiency of capital program reporting, data collection and analysis, and to improve business processes, making project management information system a widely used and accepted tool. Defines problem statement by evaluating `as-is processes, gathering requirements, developing mock-ups and implementing improvements.

    + Directs and manages staff and consultants, providing technical and leadership guidance, to ensure team collaboration, good morale and results in support of Department's mission.

    Other Functions

    + Assists Director with management of departmental operating budget to include operating budget forecast, variance analysis, labor costs management and reporting to ensure departmental compliance with approved operating budget ceiling. Utilizes financial data queries, and performs data mining, and analysis to identify budget variances by account and documents variances to be reported to the Executive management.

    + Prepares Federal Transit Administration's (FTA) Project Management Oversight Committee (PMOC) reports and develops standard templates to be used across all capital projects subject to the PMOC oversight. Participates, along with technical project managers accompanies PMOC representatives in the review of technical reports and preparation of financial program reports during the site visits, to provide grantors with project status updates. Analyzes available project reports, most recent general ledger data, project schedule, contractor invoices, and other financial data to produce detailed financial status report, budget, expenditures, and forecast.

    + Leads development of departmental business plans to establish performance metrics for department's core services and ensures department's performance is in alignment with corporate goals and objectives. Coordinates with Office of Capital Program Delivery (CAPD) Directors and key stakeholders, providing best practice recommendations, and aligning departmental core values with WMATA's mission statement.

    + Leads various processes such as Project Cost certifications, analysis of costs and accruals, and budget variance reports to ensure project compliance with all Federal and internal policies and regulations. Analyzes project cost data; meets with technical project managers to review and make corrections against actual costs; collects certifications and submits to Chief Financial Officer (CFO)'s office on or before established deadlines; reviews project cost data and obtains values for unbilled earned work.

    + Advises senior management of the status of all capital projects, including progress, scheduling and financial status, identifying problem areas and recommending solutions to resolve risks and issues. Produces presentations and reports using presentation software and project management information systems.
