Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service. About the Position: You will plan, develop and coordinate the acquisition and leasing for the Army, Air Force, Navy and Marines Recruiting and Leased Housing Programs for New Jersey and New York, encompassing upstate New York and the greater metropolitan area of New York. Responsibilities Analyze the real estate market to fulfill the acquisition, management and termination needs. Review, analyze and carry out directives and related documentation for all leaseholds and interagency permits to ensure compliance. Manage multiple operational funds unique to real estate operations. Maintain communication with customers, clients, and Governmental Agencies. Serve as a first-line supervisor with responsibility for the technical and administrative supervision of the Branch. Plan, assign, review and evaluate the work of subordinates. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Managing the acquisition and leasing of federal real property; Directing the acquisition and termination leasehold process; Leading a team assigned to execute federal real estate programs and activities, such as real estate documentation, funding, billing and collections; Coordinating requirements for specific projects with local organizations, private industry and other agencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
