    This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

     

    Health Care Eligibility System Support (HCESS) exists to ensure that Minnesota Health Care Program (MHCP) applicants and recipients receive accurate eligibility determinations, benefits, and service delivery. They provide technical support, problem resolution, and instruction for MHCP systems to Minnesota Health Care Processing Entities (MHCPE), DHS staff, and other stakeholders.

    To achieve this purpose, this position works in collaboration with MHCP system users representing the department, administration, division, MNsure, and MHCP processing entities (MHCPE) such as counties, tribes, and Health Care Consumer Supports (HCCS) to:

    + Provide lead work direction to the HCESS team with focus on FCA MAXIS.

    + Represent DHS as a FCA MAXIS business lead on MN.IT projects, system enhancements, transitions to production, and project implementation for MHCP computer systems.

    + Provide oversight and technical support related to FCA MAXIS systems, tools, and manuals.

    + Oversee unit efforts to ensure FCA MAXIS systems transition and maintain accurate eligibility and service determinations.

    Minimum Qualifications

    Three (3) years professional experience advising and determining eligibility for participants in public assistance or health care programs.

    Experience must demonstrate:

    + Advanced experience working in eligibility and financial technology systems (such as METS, MAXIS and MMIS).

    + Knowledge and experience with appeals and regulations, state statutes, rules and federal regulations governing Minnesota Health Care Programs.

     

    _*_ _Bachelor’s degree or higher in_ _public administration, psychology, social work, public health, education_ _or related field may substitute for one (1) year of professional experience_

    Preferred Qualifications

    + Strong research, analysis, and problem-solving skills sufficient to allow the incumbent to independently provide solutions and make decisions in an expeditious manner.

    + _Ability to communicate clearly in writing and orally; to present complex information to users in a comprehensive style; and to translate technical and system information for non-technical customer_

    + Ability to manage multiple concurrent project work and competing priorities under demanding deadlines

    + Strong customer service skills, including the ability to communicate professionally and clearly over the phone, in person, and in writing.

    + Proven ability to build and maintain effective working relationships with internal teams and external stakeholders (counties, providers, clients, advocates, etc.)

    + Project management experience

    + Strong problem-solving and critical thinking skills

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Leadership or mentor experience
