CISA is responsible for enhancing the security, resiliency, and reliability of the nation's cyber and communications infrastructure. CISA actively engages the public and private sectors as well as international partners to prepare for, prevent, and respond to catastrophic incidents that could degrade or overwhelm these strategic assets.
Noblis is seeking talented professionals to join a successful and growing team supporting the CISA Joint Cyber Defense Collaborative (JCDC). JCDC is CISA’s flagship initiative for uniting government, industry, and international partners to proactively defend against cyber threats. JCDC proactively gathers, analyzes, and shares actionable cyber risk information to enable synchronized, holistic cybersecurity planning, cyber defense, and response. As JCDC continues to plan, share, and respond to cyber threats in real time to support the greater cyber community, we are looking to grow our team supporting this critical mission. New teammates will support these efforts as well as augment the existing team.
Role functions may include:
+ Assisting the JCDC Production Team to:
+ Improve, streamline, and automate how JCDC is delivering/sharing information with stakeholders
+ Understand how the private sector organizations receive JCDC information and how the organizations are ingesting it, retaining it, and using it to protect themselves
+ Understand what tools/products/platforms are being used by stakeholders and assess if JCDC should adopt similar systems
+ Evaluating existing touchpoints (all mediums) and providing recommendations for improvements
+ Reviewing existing data reports and recommending as well as incorporating improvements
+ Using digital media to complete program/project tasks
+ Working on advanced problems or assignments of large scope, impact, and importance, applying broad and deep knowledge of professional specialty and business dynamics.
+ Applying advanced concepts as well as an understanding of policies, procedures, and techniques.
+ Building and maintaining effective relationships for customer service and project support.
+ Demonstrating initiative and proactively identifying and communicating needs.
+ Receiving general supervision, applying seasoned judgment autonomously (as appropriate for the situation).
This is currently a hybrid position requiring staff to be in-person at the DHS CISA client site in Arlington, VA as needed in accordance with the requirements of the contract. Applicants must be able to meet this on-site work location requirement.
Required Qualifications
+ Demonstrated experience conducting data analysis, providing recommendations, and demonstrating consultative skills to federal program managers or similar roles.
+ Excellent communication, collaboration, and presentation skills especially using digital media. Proven results-oriented problem-solving abilities.
+ Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
+ Applicants must be able to work onsite in the Washington D.C. area, and be physically present, as requested with short notice, for sensitive meetings.
+ A minimum of a Bachelor’s degree and 5 years of experience or a Master’s degree and 3 years of experience.
+ Top Secret security clearance and be eligible to receive agency suitability clearance.
+ Must be able to travel as requied, which is currently anticipated to be approximately 10% or less.
Desired Qualifications
+ Demonstrated experience regarding how to improve, streamline, and automate information sharing with stakeholders.
+ Demonstrated experience providing program and/or project management support to government programs; experience with cybersecurity programs is especially pertinent.
+ Demonstrated experience facilitating elicitation of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
+ Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
+ Experience preparing and reviewing presentations, reports, project schedules, weekly status inputs, and standard operating procedures.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

USD $99,800.00 - USD $156,050.00 /Yr.
