The Employment Services Deputy Director will oversee Welfare to Work departments within PCG’s work with the County of San Diego’s CalWORKs program, providing a variety of human services to more than 9,000 program participants at four offices across San Diego County. The Deputy Director is responsible for setting and overseeing the strategic direction of supporting program departments, including Housing, Child Care, Career Services and other programs that support Employment Services. The Employment Services team provides employment case management to customers from intake/orientation through to case closure. The supporting programs teams provide wrap around services to CalWORKs customers through direct service to support the CalWORKs customers on their journey to self-sufficiency.
This position includes maintaining strong client relationships, overseeing department performance, and managing professional development for program managers and staff. The ideal candidate for this position will bring significant experience overseeing successful projects and/or complex programs. The Deputy Director manages a team of Managers and Associate Program Directors (APDs), each of whom lead a team of supervisors, case managers, and clerical staff.
Key Responsibilities:
+ Under the direction and leadership of the CalWORKs Director, oversee a large human services contract with responsibility for operations, finances, and performance, of program under the CalWORKs contract.
+ Provide strategic and decisive leadership, assuming responsibility and accountability for units and departments that serve Employment Services.
+ Work with the Director to set the vision for our program and establish processes and procedures to achieve high performance.
+ Manage and develop the leadership of direct reports.
+ Closely monitor project needs and identify risk areas in operation.
+ Work with leadership to develop engagement strategies and career development opportunities for staff.
+ Communicate effectively with SD County on potential risk areas and leverage opportunities to collaborate with County on site staff.
+ Work closely with leadership to examine departments processes and identify areas of opportunity, develop strategic plans to increase efficiency.
+ Hold team meetings focused on key objectives, clearly articulate action plans, and follow up with team members.
+ Track multiple projects and ensure progression is done in a satisfactory manner.
+ Work with the Director to support the Employment Services and supporting program teams become increasingly innovative and entrepreneurial.
• Ensures compliance with these policies, prepares related reports and audits.
• Supports accurate management reporting, information flow and organizational planning.
• Improves the operational systems and processes to support organization's and client’s goals.
+ Interface with various stakeholders, including: County of San Diego Leadership, Contracts and Program Staff, front line program staff/case managers, subcontractors, vendors, and PCG’s Finance, Human Capital Management, and other corporate support teams.
+ Leverage our daily performance metrics dashboard, integrating a data-driven approach across the San Diego operation.
+ Understand the impact of potential policy changes and adapt business operations accordingly (County, State or Federal legislation).
+ Ensure teams achieve our Performance Metrics and Objectives related to our CalWORKs Employment Services contract.
+ Potential travel: limited travel locally within CA or to corporate meetings in the United States may be required.
Minimum Qualifications
+ A bachelor’s degree or higher, preferably in business, business administration, social work, public policy, or other closely related fields. Significant related experience may substitute for educational requirements.
+ Demonstrated flexibility and adaptability in a dynamic work environment, with the ability to prioritize and deliver quality results.
+ Multiple years of experience leading CalWORKs/TANF or similar Human Services (Employment, Housing/Homelessness, Child Care, etc.) programs is strongly preferred.
+ A minimum of 6 years’ experience in management and business operations.
+ Expertise in working with data, reporting, and performance management.
+ Experience managing large teams.
+ Strong organizational and time management skills, with capacity to handle multiple priorities and deliver high-quality results within established timelines.
+ Demonstrated ability to establish and maintain professional relationships with federal, state and county agencies as well as the public and community organizations.
+ San Diego County residency will be required for the successful candidate.
+ Bilingual in Spanish, Arabic or another language widely spoken by program participants also desirable.
Compensation:
Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience. As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.
Range: $77,100-$173,900
