Duties Description Under the general direction of the Finance Director, this Senior Budgeting Analyst will perform the following duties:• Ensure that all 25 regional revenue-generating parks and cost centers and 33 attendance-reporting parks report their revenue to the Parks Operations and Revenue Tracking System (PORTS) and their attendance to the Albany attendance application accurately and on time.• Facilitate entry of park revenue in PORTS if outside of 7-day entry deadline, and any corrections that need to be made. • Enter the revenue from the permits department into PORTS.• Deposit police unclaimed funds and Land Management contract license fees and entering it into PORTS.• Route electricity and refuse fees from Land Management contracts and concessionaires into the regional exchange account and processing refunds of appropriation of those funds. • Verify that the revenue from concessions license fee deposits imports accurately into PORTS. • Generate revenue and attendance reports for the region. • Assist parks with equipment and programming for the Aspira, ParkHub, and Ventek, and ForeUp point-of-sale systems. • Help Albany Revenue resolve bank reconciliation discrepancies, credit card chargebacks, and credit card charge importation errors into PORTS from Aspira, ParkHub and Ventek. • Assist the Albany Pass Programs department with importation errors into Parks Store Manager from Aspira. • Process and track refunds of appropriation for both staffing and non-personal service spending.• Order, distribute, collect and return seasonal tour funds for Parks.• Track the armored courier contract receiving tickets for payment.• Compile the annual operating schedules of the parks and parks’ annual fee schedule change requests. • Regional auditing of parks – cash counts, floor checks, golf and camping checks, concession inspections.• Bill Captree boatmen berth electricity, Brentwood ballfield lights electricity, Jones Beach cell tower electricity, and housing payments.• Facilitate bank supplies orders for region. • Supervise and train staff.• Other related duties as assigned.
Minimum Qualifications Permanent Competitive Appointment: To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for a Permanent Non-Competitive appointment through NY HELPS***, or 55 b/c, candidates must meet the minimum qualifications for this position. You must inform the agency of any additional qualifications in your application and at your interview.The advanced placement qualifications are:Budgeting Analyst Trainee 2, NS EQ SG 16:A bachelor's or higher degree** AND one year of professional experience† OR A Juris Doctor, master's or higher degree in a field related to the position being filled.*†Experience must be performing the duties of the full performance level position. Senior Budgeting Analyst, SG-18:A bachelor's or higher degree** AND two years of professional experience† OR A Juris Doctor, master's or higher degree in a field related to the position being filled* AND one year of professional experience†.†Experience must be performing the duties of the full performance level position. NOTE: At the agency’s discretion, advanced placement to the Trainee 2 or journey level may be possible depending on education and pending Civil Service.*Hiring agencies have discretion in determining whether a degree is related to the duties of the position.**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. The service must be in a title that Civil Service has deemed transfer eligible to the position.Reassignment Qualifications:Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Senior Budgeting Analyst or Budgeting Analyst Trainee 1/2.52.6 or 70.1 Transfer Qualifications:In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.For all transfers noted, a comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/.NY HELPS PROGRAM***:***For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Candidates eligible for 55b/c appointment with a bachelor’s degree or higher are encouraged to apply.
Additional Comments ADDITIONAL SALARY INFORMATION:Depending on each applicant's experience and/or current salary if already employed by New York State, the appointment may be made to the Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or the Senior Budgeting Analyst titles. Included below is a breakdown of the salary at each level of the traineeship.• Budgeting Analyst Trainee 1, SG-14 - $53,764• Budgeting Analyst Trainee 2, SG-16 - $59,994• Senior Budgeting Analyst, SG-18 - $66,951 - $85,138LOCATION PAY: The hiring rate will be the sum of the statutory hiring rate for PEF Grade 18 ($66,951) and the Downstate Adjustment ($4,000).
