    Duties Description Reporting to a Human Resources Specialist 2, SG-23, the selected Human Resources Specialist 1/Trainee 1/2 will assist the Human Resources Specialist 2 with recruitment, probation/performance management, and communications. The Human Resources Specialist 1/Trainee 1/2 job duties include but are not limited to: - Performing various personnel activities, such as creating new positions (classification), recruitment, hiring, and assisting with employee relations to maintain an ideal work force. - Working directly with internal Human Resources, regional, and division/bureau staff to create and post jobs; download, review, and share resumes; attend recruitment events state-wide and coordinate with other agency staff to attend their local recruitment events; and assist with other recruitment tasks as needed. - Assisting with special assignments, such as creating customized recruitment plans for unique or high-profile positions; planning and re-evaluating a year-round recruitment calendar; seeking out a diversified group of career fairs to attend; and collaborating with Public Affairs to design recruitment print and digital media. - Creating reports and providing data analysis as requested by management and executive staff. - Participating in a wide variety of human resources management related special projects. - Completing probation and performance management emails and tracking responses in corresponding spreadsheet; notifying appropriate staff about questions regarding employee probations or performance; sending emails/letters as appropriate in follow up to probation/performance management decisions. - Other duties as appropriate. The incumbent selected for this position must possess excellent communication skills. They will be required to establish and maintain working relationships with professional, paraprofessional, and support staff. The incumbent selected for this role must also be open to traveling to career fairs across the state. If you are appointed as a Human Resources Specialist Trainee 1, Grade 14, or Human Resources Specialist Trainee 2, Grade 16, you would participate in a traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.

The qualifications are: Human Resources Specialist Trainee 1, Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14: Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience. If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications in your application and at your interview. The advanced placement qualifications are: Human Resources Specialist Trainee 2, NS (Equated Grade 16): Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience Human Resources Specialist 1, Grade 18: Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition. Substitution: An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience; and a doctorate** may substitute for six years of experience. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
