    Description

    This is not a Civil Service Position. DWSD employees are subject to provisions of Court Orders entered in United States District Court, Eastern District of Michigan, Southern Division, Case No. 77-71100 with regard to certain terms and conditions of employment. DWSD does not honor reversion rights for internal candidates.

     

    Applicants for open positions at the Detroit Water and Sewerage Department must be authorized to work for ANY employer in the U.S. The Detroit Water and Sewerage Department is unable to sponsor or take over sponsorship of an employment Visa at this time.

     

    The Security Sergeant is responsible and accountable for the supervision of staff assigned to a quasi-law enforcement security and protection services program for the Detroit Water and Sewerage Department (DWSD), administration and coordinating of security and safety oriented activities, instructs, directs, and counsels staff in the performance of duties, and is responsible for staffs’ general appearance, punctuality, attendance, productivity, good order and discipline.

    ESSENTIAL JOB FUNCTIONS:

    Supervise security activity at the operational level inclusive of all direct and indirect duties or work responsibilities/assignments of the officers and staff. Implement security related programs. Assess local areas and coordinate activities in the field. Conduct preliminary searches and gathering of facts relevant to investigations of incidents. Coordinate and communicate with law enforcement as applicable for protection and safety of DWSD facilities and staff. Safeguard evidence and non-DWSD property. Safeguard and inspect DWSD property. Perform shift work which includes all day, afternoon, night, weekend and holiday assignments. A valid Michigan Driver’s License and the ability to drive a motor vehicle on all terrain. Wear personal protective equipment (PPE). Follow security and safety policies and procedures in carrying out work duties. Provide on the job training.

    RELATED JOB FUNCTIONS:

    Support all DWSD Security operations as determined by the Security and Integrity Officer or assigned designee. Perform related work duties as assigned.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

    KNOWLEDGE OF:

    + Federal and state criminal laws and statutes

    + Basic security functions and responsibilities inclusive of rules, guidelines, policies, and procedures regarding security oriented operations with emphasis on safety and protection

    + Analyze information, evidence, and data relevant to criminal or improper conduct matters

    + Serve as a valued resource of input, recommendations, and guidance for all levels of the DWSD Security operation

    + Participate in meetings, events and conferences

    + Exchange information to make recommendations directed toward the improvement of security and safety oriented procedures and policies

    + Present concise and formal reports following complex investigations regarding internal disciplinary actions or criminal and civil litigation cases

    + Communicate and write excellently, deliver time management skills including the handling of multiple responsibilities and assignments

    + Conduct comprehensive unbiased investigations and provide thorough reports

    + Use advanced technology

    ABILITY TO:

    + Complete and/or review reports, forms, and logs relevant to assignments

    + Implement security related programs; monitor subordinates;

    + Assess local areas and coordinate activities in the field

    + Conduct reviews and evaluate searches

    + Ensure the safeguarding of evidence and non-DWSD property

    + Safeguard and inspect DWSD property

    + Evaluate personnel and recommend actions

    + Communicate frequently with the team about process, equipment or potential problems

    + Assist in the support of training and agendas

    + Perform counseling, disciplinary action, and performance evaluations

    + Effectively utilize appropriate security and safety equipment and procedures

    + Maintain regular and reliable attendance

    + Communicate effectively, both verbally and in writing

    + Understand and follow verbal and written instructions

    + Establish and maintain effective working relationships with others

    + Communicate frequently with team members and other units across the Department about process, equipment or potential problems

    + Develop proficiency in unit specific operations and software

    + Direct team activities or to work as a team member

    Minimum Qualifications

    REQUIRED EDUCATION AND EXPERIENCE (position requirements at entry)

     

    + Associates Degree in security administration, criminal justice, or criminal justice investigation or a related field or completion of one or more years of college course level work in criminal justice oriented classes

    + A minimum of five (5) years prior DWSD Security or five (5) years law enforcement, corrections or, military experience at a command level

    + Must possess Concealed Pistol License, certified training and carry only as directed

    ESSENTIAL REQUIREMENTS

    Physical Requirements:

    This position requires the ability to sit, walk, stand, drive or work for long periods of time, demonstrate normal color perception, hear audible alarms and detect abnormal equipment sounds; visually inspect equipment and processes at any time of the day or night, pass vision test and wear personal protective equipment

    Environmental Working Requirements:

    This position requires the ability to work in all conditions involving exposure to outside elements and seasonal weather, water and sewerage treatment facilities, office environment, plant or field environment, exposure to computer screens, plant noise and air quality. DWSD is a twenty-four (24) hour operation, 365 days of the year.

    OTHER REQUIREMENTS

    Valid Michigan Driver’s License. Practice strict confidentiality at all levels internal and external to the DWSD organization as a result of their position and duties, promote proper work ethics relating to general appearance, punctuality, attendance, productivity, good order and discipline. Subject to security-oriented assignments delegated based on security unit needs and responsibilities as required. Ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses.

Incumbents may be required to perform job-related responsibilities and tasks other than those stated in this specification. Specific job duties may vary from position to position. Employees in this class are required to take a drug screening and are subject to a criminal background investigation.

    RETIREMENT BENEFITS

    City Employees Retirement System

    As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

     

    • Completion of thirty (30) years of service;

     

    - At age sixty (60) if you have at least ten (10) years of service, or

     

    - At age sixty-five (65) with eight (8) years of service.
