    POSITION HIGHLIGHTS

    THE ROLE

    The Transportation Maintenance Planner 3 (MP 3) is a critical lead engineering position within the Bureau of Highway Operations, in which the actions have a significant impact to the motoring public (includes preparing and implementing construction contracts for highway maintenance projects and snowplow contractors).

     

    Statewide, the maintenance planning staff has been reduced over the years, but the workload has not. Any delays in these functions will impact field support to the agency’s already reduced field staff. In addition, such delays may jeopardize the snowplow contracts that are used to augment the Department’s workforce during storms. Having sufficient snowplow contractors is critical to the Department’s statutory obligation to the motoring public to ensure roads are reasonably safe and passable.

     

    In a District, the MP 3 is the lead person for the Maintenance Planning Unit. Both statewide and district planning staff are engaged in critical field support and regulatory matters, which include but are not limited to:

     

    + Project plan reviews;

    + Pavement complaints and investigations;

    + Liaison to agency’s research and materials testing lab;

    + Liaison to agency’s contract/purchasing units;

    + Fiscal planning and scheduling;

    + Planning, scheduling and reviewing vendor paving, pavement markings, snowplowing and other field support contracts;

    + Equipment and inventory control;

    + Purchasing;

    + Contract and material testing compliance;

    + Federal project recordkeeping and compliance;

    + District radio communications and storm monitoring;

    + Winter and other storm reporting, as well as FEMA or Disaster Reimbursement coordination.

     

    The Bureau must comply with federal regulations concerning the maintenance of the National Highway System (NHS). The vendor projects that the MP 3 handles are in direct support of the Federal Highway Administration’s mandates for preservation of the NHS.

    ABOUT US

    The Maintenance Planning Section provides technical and budgetary support to the field, district wide. Our many functions include:

     

    + Working Lead under the supervisor of the Manager to distribute, prioritize, oversee, and review office work;

    + Provide staff training and assistance;

    + Conduct or assist in conducting performance evaluations;

    + Monitor and report on Operating, Vendor-in-Place, and other various Department Project Budgets;

    + Review contracts, proposals, and specifications for materials, equipment, and contractual services;

    + Administration of the vendor-in-place resurfacing program, including development of future paving locations, estimation of paving and milling costs;

    + Issuance of purchase orders for resurfacing, and establishment of work schedule for projects;

    + Coordination of utility adjustments to be performed during or after paving;

    + Development of other maintenance-by-contract functions such as joint and crack sealing, rental of winter trucks and equipment, guiderail installations, impact attenuators, and others;

    + Utilization of departmental computer database systems to upload various required information (Sand / Salt, Maint. Mgt.System);

    + Oversight of various DAS contract awards for vendor supplied materials and contractual services;

    + Manage and oversee pre-construction meetings and semifinal inspections for construction projects as a maintenance representative;

    + Manage and oversight of purchase requisitions for various materials and/or services;

    + Oversight of field reviews of all CTDOT approved guiderail systems.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Transportation, Central Office of Maintenance or a District Maintenance Office this class is accountable for acting as a working lead who assists in supervising a designated group of employees and/or for performing the most complex professional tasks in the preparation of engineering, budgetary, planning studies and reports and planning of state and federal maintenance and construction projects.

    EXAMPLES OF DUTIES

    WORKING LEAD LEVEL:

    + As assigned by the supervisor, distributes, prioritizes, oversees and reviews unit work;

    + Provides staff training and assistance;

    + Conducts or assists in conducting performance evaluations;

    + Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures;

    + Recommends policies and standards;

    + Prepares reports and correspondence;

    + Performs related duties as required.

    ADVANCED WORKING LEVEL:

    + Performs the most complex professional duties in planning highway maintenance projects;

    + Coordinates field reviews of proposed projects and makes determination of needs and recommends improvements;

    + Reviews or oversees review of plans, specifications and estimates for funding approval requests;

    + Reviews or oversees review of capital requirement programs;

    + Oversees scheduling of projects to meet highway and bridge maintenance needs within available funding, staffing and time frame limits;

    + Coordinates analysis of costs, production, commitments and requirements in order to improve work methods, management techniques and equipment;

    + Assists in supervision of Maintenance Management System;

    + Recommends approval of agreements, contracts, proposals and specifications for materials, equipment and contractual services;

    + Formulates project memoranda;

    + Oversees project changes and prepares modification requests, maintenance of financial accounts and accuracy of project records;

    + Prepares progress and status reports;

    + Coordinates field review process prior to closing out of projects;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + highway-related maintenance methods, materials and equipment;

    + principles and methods of determining maintenance needs and preparing programs;

    + Knowledge of basic civil engineering principles and practices;

    + Skills

    + interpersonal skills;

    + oral and written communication skills;

    + Ability to

    + read and interpret plans and drawings;

    + understand and apply relevant statutes and policies pertaining to highway maintenance;

    + utilize computer software;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Seven (7) years of experience coordinating highway maintenance project activities including planning, scheduling, budgeting or other related activities.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have been independently performing a full range of tasks in the planning of state and federal maintenance and improvement projects.

     

    NOTE: For state employees this experience is interpreted at the level of a Transportation Maintenance Planner 2.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

    + For state employees one (1) year of experience as a Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs and Markings), Transportation Engineer 2 (Construction Engineering) in Highway Maintenance, Transportation District Electrical Supervisor, Transportation District Services Agent 2 or Transportation Maintenance Planner 2 may be substituted for the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience reviewing and tracking cost of Operating Budget and managing ledgers for various Maintenance Projects.

    + Experience reviewing utility adjustment requests from towns or utilities before and after Vendor-in-Place paving projects.

    + Experience determining future Vendor-in-Place paving termini and providing estimated quantities for milling and paving.

    + Experience determining low Vendors for milling and paving of Vendor-in-Place termini.

    + Experience with modification and interpretation of Maintenance Contracts.

    + Experience conducting field reviews of guiderail systems.

    + Experience as a Representative for Highway Operations, during semi-final inspections for Construction Projects.

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
