Responsibilities DUTIES: Instructs students through assigned blocks of instruction at basic and/or advanced technical level of Aircraft Maintenance courses Researches, develops, revises and recommends updates to advanced Maintenance Management School course materials in accordance with established learning objectives. Develops and implements command aircraft and contract maintenance quality assurance evaluator formal training plans and programs. Develops and maintains professional contacts with a variety of levels and organizational elements, Major Commands, Air Staff, 19th Air Force, and other government agencies. Maintains professional and technical proficiency and accomplishes difficult, but well precedented special projects related to specialty area, to include staff surveillance visits to various training activities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-1712, Training Instruction Series. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level that demonstrates comprehensive knowledge of a wide range of professional concepts, principles, practices, procedures, regulations, and laws applicable to a full range of maintenance practices and training responsibilities, such as that gained through extensive specialized training, experience, and skill in applying this knowledge to difficult and complex assignments. Knowledge of principles, practices, and concepts involved in maintenance rules and procedures, and aircraft systems to recommend, to the contractor, development of the syllabus for courses required through academic instruction and on aircraft maintenance training for personnel. Knowledge of methods, principles, practices related to instruction of curriculum, instructional techniques and training resources. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M with a major study in education or a subject area related to the position to be filled. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to follow foundational instructional design processes to analyze, research, design and write educationally sound instructional materials and instructor guides for use in classroom instruction and to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement. Knowledge of qualitative and quantitative techniques to apply DoD, Air Force and AETC aircraft maintenance and quality assurance evaluator requirements to training programs, plans, requirements, concept and methodologies. Extensive aircraft maintenance knowledge/experience and aircraft maintenance tactics, techniques and procedures (TTPs) are mandatory for the incumbent to be able to define and develop aircraft maintenance and contract maintenance surveillance training programs and formal courses of instruction. Skills to effectively instruct specialty materials in various educational and developmental settings. Skill in accomplishing special training studies and projects and ability to analyze problems and develop appropriate solutions. Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
