Position Summary
We are seeking an experienced Business Development Manager to lead a team and drive growth in the federal environmental and nuclear markets. This role combines business development, capture management, and strategic leadership with a strong focus on managing people and fostering team success. The ideal candidate has experience with the federal procurement process from strategic positioning through proposal submittal, demonstrates business acumen, and excels at leading high-performing teams. This position is located in one of our corporate offices (Oak Ridge, TN; Tempe, AZ; Cincinnati, OH). Remote candidates that are highly qualified will be considered.
Primary Responsibilities
+ **Team Leadership and Development**
+ Manage and mentor a team of capture managers and business development professionals.
+ Set clear goals, provide regular feedback, and conduct performance evaluations.
+ Foster a collaborative, high-performance culture aligned with company values.
+ Identify training needs and support professional growth for team members.
+ **Strategic Business Development**
+ Build and maintain opportunity pipelines for the federal environmental and nuclear markets.
+ Lead multiple, concurrent pursuits through all stages of the federal procurement process.
+ Conduct customer, competitor, and market research to inform strategy.
+ Develop and execute capture plans, win themes, and pricing strategies.
+ **Stakeholder Engagement**
+ Engage directly with clients, teaming partners, subcontractors, and vendors.
+ Negotiate teaming agreements and build strong industry relationships.
+ Collaborate with company leadership and functional departments to align business goals.
+ **Capture Management and Proposal Development**
+ Develop and execute capture plans.
+ Contribute to proposal development activities and win theme development.
+ Write strategic proposal sections such as executive summaries or technical/management approaches.
+ Lead go/no-go and bid/no-bid decisions, challenge teams, and color team reviews.
+ Participate in pricing strategy development.
+ **Operational Excellence**
+ Drive process improvements to enhance efficiency and quality.
+ Ensure adherence to deadlines and manage competing priorities.
+ Ensure BD and capture activities align with and support the company’s strategic plan.
Required Education and Experience
+ Bachelor's degree in a relevant course of study
+ Ten (10) to fifteen (15) years of experience leading capture for federal government pursuits plus knowledge of the federal government procurement process. At least five (5) years of supervisory experience.
Job Knowledge/Qualifications
+ Experience with and knowledge of the federal procurement process.
+ Experience managing/supervising a team.
+ Ability to perform capture planning and lead capture teams to develop response strategies.
+ Critical thinking skills with ability to read, understand, and communicate technical requirements.
+ Knowledge of clients, competitors, contracting mechanisms, industry trends, and business development processes.
+ Ability to work with diverse teams to understand client needs, challenges, and drivers; the competitive landscape; teaming partner needs and opportunities; outside influences; and our key differentiators.
+ Be a great team player with a collaborative mindset and interpersonal skills aligned with our company values.
+ Strong writing skills and excellent verbal communication skills with ability to speak/present on complex topics to company leadership and industry representatives.
+ Ability to develop compliant requirements outlines and compelling storyboards for assigned sections.
+ Skilled in managing multiple assignments with varying degrees of complexity and competing deadlines.
+ Meticulous attention to detail is required.
+ Intermediate proficiency with Microsoft Office and Adobe Acrobat.
+ Work may be required outside normal business hours and sometimes on short notice.
+ Must be willing and able to travel.
