Summary The employee will serve as the Supervisory Management & Program Analyst, located in the Business Operations Department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members and their family members. Responsibilities Major duties include but are not limited to: Directs, manages, and administers subordinate supervisors and designated special staff/administrative personnel, which include specific lines of effort related to VCL's business operations, including fact-finding, AIBs, liaising with the servicing human resources offices, and personnel data and reporting. Formulates and disseminates management policy for VCL, and provides direction, coordination, and review and analysis for assigned programs. Establishes policies and procedures for the effective and economical operations of programs in planning and staffing, review and analysis, internal control, and internal and external audit. Communicates independently developed advice and positions on employee discipline, performance, and staffing (coordinated with servicing HR office) to supervisors, division directors, and senior leaders in VCL. The incumbent provides expert regulatory and/or policy interpretations in the context of broad, high-level policy mandates such as strategic objectives, and VCL mission priorities. Prepares analyses for ultimate use by other staff and policy-level officials and presents briefings to VCL, VHA, and VA leadership and working groups. Identifies and defines problems, develops alternative courses of action, and accomplishes a variety of high-level liaison, advisory, and consultant duties with key VHA and VA management personnel. As a senior advisor to the VCL Business Director, ensures that various plans, programs, policies and objectives are implemented in a timely and manner by all VCL offices. Maintains program oversight and execution of the AIB and fact-finding program for VCL nationwide. Practices preventative research by monitoring Federal legal and policy developments, interpreting legislations, regulations, or policies, and informing management of the impact of statutory, regulatory, and judicial changes. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible Work Schedule: May be authorized upon supervisor approval after training per Agency policy. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 3/5 of the following examples of specialized experience: Supervising and managing a team, including setting performance standards, conducting performance evaluations, providing mentorship, and addressing employee relations issues; Collaborating with HR on recruitment, performance management, and employee relations, including handling grievances, mediating conflicts, and resolving disciplinary issues; Formulating and disseminating fact finding and investigative policies, or establishing operational procedures for management in a variety of human resources areas; Strategic planning in a variety of areas such as performance metrics analysis, budgeting, hiring plans, and project management, with the ability to develop and present analyses to senior leadership; Providing advisory services in performance management, employee relations, and investigative matters, interpreting regulations and policies, conducting policy reviews, and developing interventions for problem areas.
