    Summary The GS-12 Urgent Access Social Work Coordinator is an advanced practice social worker assigned to the Kernersville and Charlotte HCCs. The incumbent's primary responsibility is to coordinate social work services after hours without supervision, including the provision of social work services to Veterans and their families referred to the Urgent Access during operational hours. In addition, the incumbent must be a skilled communicator capable of developing effective partnerships with internal and external customers. The incumbent is administratively responsible for the clinical programming and daily operations of the program assigned, develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The incumbent manages and controls the use of data related to the program regarding day-to-day functioning and program evaluation. The Urgent Access Social Work Coordinator serves as the Subject Matter Expert (SME) and Point of Contact (POC) during operational hours. The Urgent Access Social Work Coordinator has experience that demonstrates the advanced practice skill level in social work. At least two years of experience should be in an area of specialized social work practice. The incumbent must be licensed by a state to practice at the advanced practice level. The incumbent will function in support of Veterans and family members throughout the medical center and in community settings. Incumbent performs assessments and specialized treatment of complex physical or mental illness. Incumbent incorporates complex multiple causation in differential diagnosis and treatment of Veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges. Incumbent can provide individual, group, and family psychotherapy and advanced level case management interventions used in the treatment of Veterans with complex medical or mental health disorders. Oversees the overall implementation and function of Urgent Access at the Kernersville and Charlotte HCCs. Develops and implements the Urgent Access services and ensures compliance and collaboration with local facility, VISN and VA Central Office initiatives as appropriate for after hour/weekend care and programming. Assesses the needs of the population served to determine treatment needs and programs to be developed. Develops programming to address the needs of the Veteran population considering local needs, VISN needs and VA direction such as the Uniform Services Handbook. Coordinates ongoing evaluation to ensure effective treatment using best practices. Identifies unmet needs and works collaboratively with facility, VISN and VA Central Office staff to develop and implement solutions. Identifies gaps in services and develops a plan in consultation with facility staff that will make available the best possible resources in meeting Veteran needs. Establishes intake processes, establishes oversight responsibilities, and maintains a record-keeping system for the program. Provides training to social workers and other disciplines regarding services offered in the Urgent Access program. Develops and monitors efficiency and effectiveness of Urgent Access program, evaluating progress towards goals and adjusting the treatment plan as appropriate. Monitors progress, maintains comprehensive documentation, ensures expert diagnosis and treatment, and shows competent discretion in decision to adjust treatment. Acts as an advocate when it serves the best interest of the Veteran/family. The program coordinator will act as an advocate for the VA and need for services in specific geographical areas. At all times the incumbent will represent the VA in the community in a positive and professional manner. Incumbent offers consultation to colleagues and students on the psychosocial treatment of patients rendering professional opinions based on experience and expertise and modeling effective social work practice skills. The incumbent will operate independently without on-site supervision on evenings and weekends. He/she practices independently, using professional judgment and expertise to make decisions about services offered to Veterans and/or significant others. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. If not fully licensed at an acceptable independent social work practice level, a candidate has 3 years to become fully licensed as a condition of employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Coordinator) GS-12 Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice. Loss of Licensure or Certification: Once licensed or certified, social workers must maintain a full, valid and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-185 social work series and may result in termination of employment. Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. At the time of appointment, the supervisor, Chief Social Work or Social Work Executive will provide the unlicensed/uncertified social worker with the written requirements for licensure or certification, including the time by which the license or certification must be obtained and the consequences for not becoming licensed or certified by the deadline. Failure to become licensed or certified within the proscribed amount of time will result in removal from the GS-185 social work series and may result in termination of employment. For the GS-09, VHA social workers who are not licensed or certified at the time of appointment, the incumbent must become licensed or certified at the independent, master's level within 3 years of their appointment as a social worker.
