GENERAL DESCRIPTION:
The Department of Administrative Services is the State of Georgia’s enterprise solution for human resources administration, risk and fleet management, surplus property, and state purchasing. Through the efforts of our employees, we provide enterprise leadership, business services and solutions to help state entities improve organizational efficiency, workforce performance and policy compliance. The Human Resources Administration Division is tasked with managing the development of the state personnel policies, enabling state agencies to hire and retain top talent and ensuring that human resource professionals across the state are trained and compliant with current regulations.
The Policy and Business Operations unit of HRA is seeking a Training & Development Specialist to support the development, delivery, and deployment of reconciliation training for entities participating in the Flexible Benefits program as well as training for other business units within HRA. The ideal candidate must be a strategic thinker who is technology savvy, results driven, innovative and personable and will be responsible for:
• Developing and facilitating advanced training courses as needed for the Flexible Benefits program that elevates and instructs the reconciliation process.
• Working with participating entities to facilitate learning that adheres to the Flexible Benefits Reconciliation Tool operation, which encourages the processing of accurate Flexible Benefits payments.
• Maintaining and updating training course materials, exercises, hand-outs, and exams: to reflect best practices; incorporate changes in policies, processes, forms, or systems.
• Conducts virtual and, periodically, in the field training using various applications to deliver approved training to Flexible Benefits participating entities.
• Assisting with the design and deployment of appropriate mechanisms to measure learning impact.
• Assisting with and responding to phone calls and emails for Flexible Benefits reconciliation support.
+ Assisting with communication and outreach activities to raise awareness about Flexible Benefits reconciliation training and access.
• Assisting with special projects and other responsibilities as assigned.
Required Knowledge, Skills and Abilities:
+ A working understanding of employee benefits and transactions.
+ Experience designing, developing, and delivering training through multiple methods of delivery including in-person, online, virtual, multimedia, etc.
+ Good communication skills are a must with the ability to communicate effectively and credibly both verbally and in writing with audiences at all levels.
+ Program management and administration skills: organization, managing details, keeping multiple tasks/projects on track.
+ Aptitude for learning and using technology for both training design.
+ Experience with Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and SharePoint
This position may require some travel.
Completion of a pre-employment background check is required.
DOAS participates in a hybrid work environment and
telework is encouraged with some days in the office required.
MINIMUM ENTRY QUALIFICATIONS:
High school diploma/GED AND Five years of area specific experience, which includes one (1) year in a lead worker, team leader, or supervisory role
OR one (1) year of experience required at the lower level Training & Development Specialist 3 (GSP122) providing educational, training or instructional services in functional area
PREFERRED QUALIFICATIONS:
+ Demonstrated experience with enterprise resource planning systems, specifically PeopleSoft and Workday, including navigation, reporting, and troubleshooting within financial and human capital modules.
+ Comprehensive understanding of agency-level Human Capital Management (HCM) and payroll reconciliation processes, with the ability to identify discrepancies, ensure compliance, and support cross-functional reporting accuracy.
+ Presentation skills, with a proven track record of delivering engaging and results-oriented training in both virtual and in-person environments to diverse stakeholder groups.
