The Georgia Department of Community Health (DCH) is one of Georgia’s four health agencies serving the state’s growing population of almost 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP), and includes Healthcare Facility Regulation, impacting one in four Georgians. Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state’s most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s four program divisions. DCH employees are based in Atlanta, Cordele and across the state.

The Department of Community Health is seeking a qualified Organizational Change Management (OCM) Manager . This role will lead DCH's Office of Information Technology's OCM team in driving successful organizational transformation and change for critical IT projects. This role will be responsible for developing and implementing comprehensive change management strategies and ensuring successful adoption of new technologies and processes. Working closely with both OIT teams and external stakeholders, you will oversee the development of change impact assessments, the deployment of communication strategies, training and the setup of adoption measurements across multiple initiatives. This role requires extensive experience in public sector change management, strong team leadership capabilities, expert knowledge of change management methodologies, and the proven ability to work effectively with diverse stakeholders in a state government environment. The ideal candidate will have industry relevant change management certification, experience managing change-related efforts as part pf complex public sector projects, and excellent stakeholder management skills. The Office of Information Technology provides technology, systems and data management services that support DCH in fulfilling its mission. OIT facilitates various aspects of Georgia's Health IT infrastructure, enabling providers and patients to better manage care through the secure use and exchange of health information. OIT strives to improve access to information, promote the use of health information technology, and achieve improvements in care efficiency and population health.

The Medicaid Enterprise Systems Transformation (MEST) program is a critical initiative within DCH, focused on modernizing Georgia's Medicaid Management Information System (MMIS). This program will replace the legacy MMIS with integrated, interoperable, and highly agile modules, leading to improved performance, enhanced quality outcomes and increased value to Medicaid systems and technology.

Bachelor's degree in operations management, business administration, or a related field which includes five (5) years in a managerial or supervisory role; or nine (9) years of related professional experience which includes five (5) years in a managerial or supervisory role; or five (5) years of experience required at the lower level Sr Mgr, Business Ops (GSM012) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
