    The Iowa Department of Public Safety (DPS) is seeking to fill a Criminal Justice Technology Officer (Executive Officer 5) position within the Administrative Services Division.

     

    Organization Background

     

    The Iowa Department of Public Safety (DPS) is a statewide law enforcement agency committed to serving the people of Iowa with leadership, integrity, and professionalism.     + Iowa Division of Narcotics Enforcement

    + Iowa State Fire Marshal

    + Division of Professional Development and Support Services

    + Division of Intelligence and Fusion Center (DOI/FC)

    + Administrative Services Division

    Job Description

    • Oversee and enforce the Management Control Agreement between the Department of Management's Division of Information Technology (DOM/DoIT); Provide monitoring and oversight of policy and processes governing the operation of justice systems, computers, access devices, circuits, hubs, routers, firewalls, and any other components, including encryption, that comprise and support the operations of DPS. This includes, but is not limited to, criminal justice systems that process or transmit criminal history records, criminal justice information, and intelligence data as that term is defined in Iowa code. Actively participate in the selection and hiring of DOM/DoIT personnel assigned to DPS functions and equipment. Collaborate with DPS leadership and DOM/DoIT to develop policy governing the operation of justice systems, computers, access devices, circuits, hubs, routers, firewalls, and any other components, including encryption, that comprise and support the operations of DPS. Monitor access restrictions so that only authorized personnel, as determined by DPS, have access to or use DPS systems and services.

    • Planning & Execution - Work closely with the DOM/DoIT, Iowa Judicial Branch Information Technology, Iowa Legislative Branch Information Technology, ICN and other state agencies, DPS Divisions and Bureaus, and peers to establish and evolve strategies for the infrastructure environment. Promote partnerships with all bureaus in support of the department's strategic plan and goals. Develop infrastructure roadmap and implementation plans. Maintain a forward-looking approach to identifying risks, challenges, trends, innovations, and opportunities.

    • Technology Infrastructure - Use proven and advancing technologies and methods to increase efficiency, stability, scalability, resiliency, and security. This includes multiple office locations and data centers, cloud and on-premise environments, data storage, telecommunications and contact center technologies, network and security solutions, and desktop and desktop virtualization infrastructure. Establish and maintain key performance indicators to measure infrastructure performance, service level delivery, operational effectiveness, and stability/scalability/capacity.

    • Support Services - Work closely with DOM/DoIT in regards to support solutions efforts and support operations, including ticketing software. Manage support metrics, internal customer feedback, and team performance. Continue to evolve the support experience provided to the organization.

    • Information Security & Risk Mitigation - Ensure that the Information Security program is meeting the acceptable risk and maturity levels appropriate and proportionate to the size and complexity of the DPS organization. Direct Information Security operational controls and information security operations. Maintain effective incident and event response processes.

    • Project Management - Partner with DOM DoIT to practice and promote effective project management to ensure resource utilization and successful project outcomes. Ensures strong levels of communication and partnerships with business leaders/stakeholders.

    • Audit & Compliance - Ensure DPS remains compliant with relevant regulatory changes, compliance, guidance, and best practices as it relates to infrastructure and information security. Ensure all respective risk assessments, audits, and mitigations are completed in a timely manner.

    • Vendor Management - Interface with all applicable vendors and third-party partners who provide, support, or interact with our environments. Responsible for maximizing vendor relationships.

    • Policies, Process, & Procedures - Ensure all respective operations and services maintain necessary documented policies and procedures. Ensure appropriate and related processes are in place for consistency, operational efficiency, and compliance with applicable federal and state regulations and that these are revised and reviewed on an ongoing basis by appropriate individuals. Ensure compliance with all rules and policies of DPS, Nlets, and the Security Policy in the operation of all systems and services and for all information received, stored, or transmitted.

    • Culture & Team - Foster a healthy and high-performing culture grounded in our core values. Work closely with DOM/DoIT to place priorities on sustaining a Team-First environment by making sure that high levels of service and support are provided to the organization allowing the team to best serve our customers. Ensure department structure and roles support the Technology Roadmap and the needs of the business.

    • Serve as Department' National Law Enforcement Telecommunications System (Nlets) agency representative and as a principal member. Nlets is an interstate justice and public safety switching system that links together and supports every state, local, and federal law enforcement, justice, and public safety agency for the purposes of sharing and exchanging law enforcement, criminal justice, and public safety-related information. Serve as a liaison between Iowa's state/local partners and Nlets. Promote and coordinate Nlets services, information sharing, and training while ensuring the Department remains compliant with established policies and procedures.

    The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to seven years of full-time professional-level work in program administration, program development, program operations, or management.

     

    2) A total of eleven years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

     

    3) All of the following (a, b, and c): a. Five years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    4) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as an Executive Officer 3 or thirty months of full-time work as an Executive Officer 2 or comparable specific management-level position.
