    Description of Job

    About the Work Unit

    This work unit exists to be the central repository for all law enforcement records created by the Colorado State Patrol. This includes the day-to-day activities of maintenance, retrieval, protection, retention and destruction of agency law enforcement records.

    About the Job

    Under supervision of the records manager, this position serves in an operational capacity as a central records supervisor. Supervises, assigns, reviews and coordinates the day-to-day activities of the Central Records unit including the maintenance, retrieval, protection, retention and destruction of agency records; ensures work quality and adherence to established written directives; and performs the more technical and complex tasks to assigned area of responsibility.

    Key Responsibilities

    Personnel Management and Supervision

     

    Supervision and leadership involve scheduling, supervising and evaluating work product as the first line supervisor of members who perform distinct and separate units of work generally related as to the purpose but requiring different processes and methodology.

     

    Administers unit level programs to carry out agency objectives, written directives by supervising and evaluating subordinate members; executes directives and assignments issued by the unit manager, a branch commander and/or executive command staff; monitors unit operations; communicates with the unit manager or command staff on unit/branch performance and items or events of interest; initiates and reviews correspondence; analyzes and disseminates information to subordinate members. Observes operations, processes and/or practices and methodologies for quality assurance and liability mitigation. Makes appropriate recommendations for change within their span of control.

    Program Administration

    This position is responsible for the overall daily administration of the central records team including, planning, organizing, and controlling the daily operations of the records section and workspace. Implements various business processes, records management processes, audits, and compliance processes, and ensures the appropriate handling of records in all formats. Ensures the daily facility security and equipment needs are met. Maintains own and subordinates' professional and technical knowledge by attending training, conferences, reviewing professional publications, establishing networks and benchmarking industry accepted standards and practices. Communicates appropriately with members, internal, and external partners using any available format. Writes necessary reports that are complete, accurate, appropriate, and timely. When required, attends all hearings and provides complete and accurate testimony. Demonstrates an awareness of the cultural diversity of the community.

    Records Management

    Under general supervision, is responsible for confidential complex administrative work involving input, retrieval, research, update and filing, purging of criminal and other law enforcement records. Works with multiple formats of documents including print, electronic and digital. May work closely with local, state and federal law enforcement agencies and judicial districts. This position responds to, and processes criminal justice records requests to include but not limited to: incident reports and subsequent documents, body-worn camera, in-car camera and other digital media; including administrative records, training records, and open records. Ensures the release of records in accordance with state and federal statutes. Collects fees for copies of reports, prepares and issues receipts, maintains cash and check deposits.

     

    Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

    Minimum Qualifications:

    Seven (7) years of progressively responsible experience in records management with highly sensitive and complex data entry, record processing and file maintenance.

    OR

    A combination of related education and/or progressively responsible experience in records management with highly sensitive and complex data entry, record processing and file maintenance equal to seven (7) years.If education is substituted for work experience, an unofficial transcript of the relevant education must be provided with your application.

    PREFERRED QUALIFICATIONS

    + Previous supervisory experience including training, coaching and performance evaluation.

    + Experience with Criminal Justice Records Act and criminal justice records law.

    + Experience in a law enforcement agency.

    + Experience with maintaining a complex and high volume of records.

    + Experience in Google Products (Ex. Gmail, Google-Docs, Sheets, etc.).

    + Proficiency in Microsoft Office Suite products (Ex. Word, Excel, PowerPoint).

    + Excellent written and verbal communication skills.

    CONDITIONS OF EMPLOYMENT

    + Must be a Colorado resident at time of application.

    + Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, drug test and a reference check.
