    Description

    Position Summary:

    The Program Analyst provides specialized operational and administrative support to the Child Welfare Case Management Program. This position serves as the Diligent Search Specialist for dependency cases, ensuring compliance with statutory and legal mandates related to family finding and required background verifications for caregivers, household members, and others involved in home studies. The Program Analyst conducts legal and case-specific research across multiple systems, prepares affidavits and official documentation, and performs a variety of programmatic and operational tasks that support case managers, supervisors, and program leadership.

     

    In addition, the Program Analyst oversees purchasing and fiscal tracking for the program, ensuring accurate documentation and accountability for expenditures that support children and families. This position also assists with daily program operations, event coordination, and communication across internal and external partners.

    Essential Job Functions:

    + Serve as the program’s Diligent Search Specialist, ensuring compliance with Florida Statutes and court requirements.

    + Conduct family finding activities using FSFN, LexisNexis, and other systems to locate parents, relatives, or potential caregivers.

    + Prepare Affidavits of Diligent Search and other required court documentation for filing in dependency proceedings.

    + Complete Putative Father Registry Checks and other required legal verifications.Conduct fingerprinting on LiveScan machines for household members and caregivers as part of the home study process.

    + Perform background and legal verifications for household members and caregivers using CCIS, CJIS, and FSFN.

    + Request and track vital records such as birth and death certificates

    + Conduct research and gather case-specific information in FSFN or other systems upon request from case managers, supervisors, or program leadership.

    + Maintain organized and confidential documentation of all legal checks, findings, and submissions.

    + Serve as the point of contact for all program purchasing and expense-related activities.

    + Manage and track all gift cards, credit card purchases, and reimbursements related to child and family needs.

    + Process invoices, purchase requests, and check requests for program-related expenses.

    + Maintain accurate records of receipts, authorizations, and service agreements

    + Ensure compliance with fiscal procedures and audit requirements for all expenditures.

    + Provide administrative support to the Deputy Administrator and Director of Case Management.

    + Coordinate and schedule meetings, events, and trainings within the facility.

    + Serve as point of contact for facility visitors, partners, and vendors.

    + Maintain organized storage and inventory of program materials, supplies, and equipment.

    + Support coordination of on-site events, meetings, and community visits.

    + Assist with tracking and documentation of staff certifications, training records, and program compliance activities.

    + Perform other related duties as assigned.

    Qualifications

    Essential Qualifications:

    Experience

    + Minimum of three years of experience in child welfare, legal, administrative, or operational support roles.

    + Experience with FSFN, CJIS, CCIS, LexisNexis, or other data systems strongly preferred.

    + Experience in purchasing or fiscal recordkeeping required.

     

    Knowledge, Skills, and Abilities

     

    + Strong research and documentation skills.

    + Knowledge of Florida’s child welfare system and dependency court processes.

    + Proficiency in FSFN and other relevant systems used for child welfare and legal verification.

    + Excellent written and verbal communication skills.

    + High degree of confidentiality, integrity, and accuracy.

    + Strong attention to detail and organizational skills

    + Ability to manage multiple tasks and deadlines effectively.

    + Ability to work independently and collaboratively within a multidisciplinary team.

     

    Physical and Other Requirements

     

    + Ability to sit, stand, and use a computer for extended periods.

    + Valid Florida Driver’s License and ability to travel locally as required.

    + Availability to work a flexible schedule, including occasional evenings or weekends as needed.

    Certifications/Licensures:

    + None

    Education:

    + High School Diploma or equivalent is required

    Experience and Competencies:

    + One year of related administrative experience is required.

    + Ability to communicate proficiently with all levels of staff.

    + Ability to collaborate with all levels of staff.

    + Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, and other office procedures and terminology.

    + Understanding written sentences and paragraphs in work related documents.

    + CPR Certification, First Aid Certification within first 6 months of hire

    + Knowledge of HIPAA, Professional Ethics, Consumer Rights and Confidentiality

    + Familiarity with WestCare services and programs
