Summary This position is located with Bonneville Power Administration (BPA), in Real Property Operations (TERO), Real Property Services (TER), Transmission Engineering & Technical Services (TE), Transmission Services (T). A successful candidate in the Real Property Services Projects Manager position will oversee TER's Appraisal Services, Land Title and Records Office, BPA's and Sustain Program, and TER Operations. Responsibilities As a Real Property Servies Projects Manager, you will: Responsible for creating and implementing change management strategies and plans that maximize employee adoption and usage and minimize resistance. Provide leadership and direction for technical staff, setting effective staff, setting effective agenda and ensuring performance goals are set and met. Provide program improvement direction and oversight to a staff of federal employees and contractors engaged in delivering Real Property Services to Project Managers engaged in planning and executing construction projects. Serve as a mentor, coach and guide to the TER Management and Supervisory staff, particularly with regards to TER's business transformation. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Oversight of the sustainment of organizational improvement projects following implementation. Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annua Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized Experience for this position is defined as: Developing, implementing, and evaluating comprehensive strategic plans and policies for Real Property Services, and managing Real Property Services Projects, ensuring timely, budget-compliant delivery. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
