Brief Position Overview
The MilTech Development and Integration Group ( DIG ) Project Engineer II will manage critical project aspects of multiple Department of Defense ( DOD ) R&D efforts, liaising between industry and the DOD to deliver results that make a real difference to the warfighter. Key elements to this role will include effective project task, cost, and schedule management, direct government partner engagement and communication throughout project lifecycles, identification and management of third-party resources, and coordination of procurement of goods and services to execute on project deliverables.

General Statement

Duties and Responsibilities
The Bozeman-based MilTech Project Engineer II will utilize their strong project management experience, knowledge of government programs and projects, and familiarity with relevant State of Montana statutes and processes to ensure MilTech delivery teams successfully meet all project deliverables and customer expectations. This position is expected to regularly and simultaneously support a minimum of 3-5 active projects. Duties will include, but are not limited to the following:
+ Support team leadership in development, management, and execution of projects and deliverables, including monitoring all assigned projects, adhering to and adjusting project plans, reporting on tasks and budgets, and ensuring that milestones are met and deliverables align with customer expectations. Ensure accuracy, proper resource allocation, and quality of all assigned projects and tasks.
+ Coordinating with team leadership, directly engage and communicate proactively and effectively with vendors and designated customer representatives to maintain relationships and support project work.
+ Support project coordination, communication, and execution across the team, including effectively working with internal MilTech staff and subject matter experts (SMEs), MilTech Operations team, third-party SMEs, and key customer stakeholders to effectively meet the cost, schedule, and performance requirements of each project.
+ Execute short- and long-term strategies of the Project Lead including identifying, engaging, and managing industry partners and subject matter experts.
+ Work independently and in alignment with team leadership to creatively solve day-to-day project issues and strategically advance projects.
+ Develop, maintain, and utilize knowledge of State of Montana, Montana State University, MilTech, and DOD procurement and operating policies and guidelines to ensure compliance.
+ Assist project team and MilTech Contracts team to identify and develop most effective Contracted Service Agreements (CSAs), Invitations for Bid (IFBs), Requests for Proposal (RFPs), Purchase Orders (POs), and/or Task Orders (TOs) in support of project deliverables.
+ Assist in the MilTech development of new templates, tools, and methods to increase project efficiency, quality, and delivery.
+ Travel to support projects as needed, working with customer and industry partners, ensuring the project is meeting cost, schedule, and performance requirements.
+ Comply at all times with the MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls. Both agreements will be signed by each employee and will remain in effect for the duration of MilTech employment.
Required Qualifications – Experience, Education, Knowledge & Skills
+ Must be able to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ).
+ Demonstrated project management experience of complex projects including the following:
+ Direct engagement with government partners and industry customers on projects, including presentation of project status, leading of briefings, and other critical communications.
+ Self-tasking in alignment with team leadership goals while identifying, coordinating, and managing resources to effectively meet project deadlines and deliverables.
+ Familiarity with appropriate available funding mechanisms and management of related project budgets, as well as applicable state and federal regulations.
+ Demonstrated experience effectively multitasking and managing multiple different government partner projects simultaneously.
+ Bachelor’s degree in Engineering, or Business Management, or an equivalent combination of education and experience.

+ Demonstrated experience working with MilTech and MSU finance and contracting processes.
+ Demonstrated familiarity with government programs and terminology.

Position Special Requirements/Additional Information
This position is contingent upon continued grant funding and is based in the Bozeman, MT, office.
This position requires the ability to obtain and maintain a DOD National Security Clearance and Common Access Card ( CAC ), and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.
Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3).
This position requires ability to travel via all modes of transport when necessary to interact with DOD and/or DHS customers, including travel throughout the Continental United States as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
