    Summary The primary purpose of the Maintenance Mechanic Supervisor (Electrical) is to provide for the upkeep and maintenance to the electrical distribution system and special systems for an 875,000 sq. ft. Phoenix VA Medical Center. This work includes switchgear, generators, automatic transfer switches, transformers, electrical panels, automatic transport system, cameras, security, fire alarm, code blue, and nurse call systems, and all the components that support these systems. Responsibilities Duties include but are not limited to: Administers a electrical utility management and preventative maintenance program and prepares internal systematic review reports as required. These reports require the investigative, analysis and reporting of utility incidents involving patient and non-patient care. Part of the program includes maintaining equipment inventory, equipment histories and repair documents. Oversees operation, maintenance and repair of the utility systems for the medical center, specifically electrical distribution system, generators, automatic transfer switches, special systems (fire alarm, code blue, nurse call, security and cameras). Must have skill, knowledge, experience and ability to carry out these duties. Conducts inspections of his areas of responsibility to achieve maximum efficiency, comply with VA regulations and that maintenance and operations meet VA standards and medical center established procedures. Plans the duty, leave schedules and work assignments of all employees within the section. Reviews electrical design drawings and inspects work performed by contractors as to compliance with design intent, applied local and national codes and the best or most acceptable trade practices. Directs the activities of the shop within the operating budget. The supervisor directs the development of electrical and special systems preventative maintenance schedules, work, alterations and modifications for utility systems. Government Purchase Card holder for Electrical/Special Systems section. Procures materials and services in the performance of regular duties. Manages, tracks and reconciles all transactions in a timely manner in accordance with Veterans Affairs Acquisition Regulation (VAAR) 801.602.3(b)(1) and VA Handbook 7401.7. Serves as Contracting Officer Representative (COR) for various service contracts as well as construction projects as required. Incumbent will hold a COR certification. If not already certified upon taking position, must be certified within 120 days of employment. Performs other related duties as assigned. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading) Ability to Lead or Supervise Ability to Use and Maintain Tools and Equipment Knowledge of Equipment Assembly, Installation, and Repair, etc. Technical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: The majority of work is administrative in nature, but incumbent may occasionally work from ladders, platforms on scaffolding and with equipment that is often in hard to reach places. Job requires the ability to stoop, stand and kneel. Education There is no education requirement. Additional Information This occupation is being considered for a Veterans Health Administration enterprise-wide Critical Skills Incentive (CSI). Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI. This occupation is currently approved for a Veterans Health Administration enterprise-wide Critical Skills Incentive through [insert date]. Candidates may be eligible for a lump sum CSI for a pro-rated amount if onboard prior to the CSI expiration date. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
