Summary This is a non-supervisory position, located at the Oscar G. Johnson VA Medical Center, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA. Responsibilities Major Duties and Responsibilities: Coordination of computer programs, programming, coordinating EHR programs for staff use. Development of project plans, conducting environmental scans for viable solutions to business needs, deploying solutions, and performing assessments to ensure the informatics products and services are meeting stakeholder needs. Provide trainings on the health information programs. Communicates with clinical, Office of Information and Technology (OIT), leadership, and business teams to support deployment, sustainment, and optimization of health information systems. Use, develop and analyze reports and information tools using a variety of methods and tools such as Structured Query Language (SQL), SQL Server Reporting Services (SSRS) from the VISN and VA corporate data warehouse. Program and partnership management. Technical, data, and content management; application support; business architecture management; Health Information Technology (HIT) system optimization; and requirements management. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Visually depicts process flow diagrams, assisting end-users with interpretation of symbols and diagrams that reflect their work activities. Workflow analysis to understand the change from the current (as-is) state to a future (to-be) state. Evaluate, test, and report on errors found when working with systems and applications. May configure the system to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. Perform observational studies and techniques to see how people interact with devices, products, and systems. Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers and clinicians. Evaluates, documents, analyzes, prioritizes, and recognizes requirement for the improvement of the EHR and other systems in collaboration with the end-user. Identify features and enhancements for future implementation, based on evaluations and industry standards. Education and change management. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, innovations in process management, and customer service to clinical and administrative services. Communicates to stakeholders to support deployment, sustainment, and optimization efforts. Develops educational handouts, administers computer-based learning modules and other training vehicles. Provides formal and informal in-services to facility staff on the various software packages utilized. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. For a GS-12 position you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Program Analyst (Informatics) GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge in the use of clinical software packages, database architecture and file structure, analytical techniques, and application development. Able to provide health informatics consulting services and training to all levels of employees regarding databases and applications. Knowledge of regulations, programs, and processes related to informatics in a hospital setting. Knowledge of the data life cycle. Skill in communicating both orally and in a variety of written media. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or LL.B. or J.D., if related. Program Analyst (Informatics) GS-12: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, Health Informatics (HI) and applications; knowledge in the use of clinical software packages; knowledge of VHA operations, database architecture and file structure, analytical techniques, and clinical application development techniques. Provide HI consulting services and develop and deliver HI educational and training programs to employees, internal and external stakeholders. Ability to explain the clinical environment, including practices, procedures, policies, strengths, and weaknesses to effectively use data to track and manage patient care. Knowledge of emerging and state-of-the-art technology. Knowledge of VA protocol, regulations, programs, and processes related to informatics. Propose and support major administrative and clinical policies and directives. Participate and/or lead local or national informatics committees/teams. Experience in automation and software systems and options that affect clinical practice, troubleshoot functionality issues and develop solutions, and to ensure quality management of clinical operations. Knowledge of the data life cycle including data design collection, and management to input, retrieve, analyze, summarize, and present information effectively. Experience in the usability, data standards, data validation, understanding content relationships, and interoperability between systems. Skill in guiding the success of multidisciplinary teams and to lead and manage informatics related projects. Skill in communicating both orally and in a variety of written media with all levels of end users, management, OIT personnel, and internal and external stakeholders. Experience preparing policies, procedures, memoranda and training materials.
