    Job Description

    This contract Project Manager 3 position will support a Communications and Grid Modeling organization by providing project management expertise and assistance, particularly in implementing projects related to executing a Remedial Action Scheme (RAS) Asset Strategy. This position will collaborate with and provide support to implement projects identified over a multi-year horizon to execute the RAS Asset Strategy. The position supports projects and initiatives including RAS automation and Next Generation RAS projects.

    Responsibilities Include:

    + Collaborate with and provide recommendations to managers, team leads, and/or project teams to create an overall roadmap depicting all efforts required to achieve the RAS Asset Strategy, including:

    + Draft and propose clear vision and scope statements for the roadmap.

    + Support and facilitate assigned projects from beginning to end, providing guidance on PMI-based project management methodology, best practices, and internal skill development as requested, including:

    + Identify and request necessary Subject Matter Experts.

    + Forecast and recommend appropriate project resources to fulfill project needs.

    + Collaborate with business units to resolve resource allocation issues.

    + Provide recommendations regarding project expectations, approach, work plans, deliverables, and goals.

    + Draft project plans, resource strategies, and funding estimates.

    + Obtain appropriate authorization for any potential changes to project cost, schedule, or performance.

    + Organize, coordinate, and facilitate the work of project teams and serve as liaison between business and technical aspects of projects; recommend project stages and assess business implications for each stage.

    + Monitor progress of assigned projects to track timelines, milestones, deadlines, standards, and targets; provide corrective action recommendations as needed.

    + Coordinate activities for assigned projects to ensure goals or objectives are accomplished within prescribed time frames and funding parameters.

    + Collaborate with internal stakeholders to understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.

    + Address and navigate politically sensitive issues in a collaborative and professional manner.

    + Provide background information, technical input, options, and recommendations for project decisions.

    + Facilitate resolution of conflicting team positions.

    + Issue project status reports on a regular or as-requested basis.

    + Track and monitor progress of management-approved RAS Asset Strategy projects and verify business objectives are being met.

    + Facilitate development and recommendation of project milestones and deliverables as part of Grid Modernization initiatives.

    + Track and report on Grid Modernization Dashboard.

    + Organize, coordinate, and facilitate team meetings that address multi-year projects.

    + Collaborate with project sponsors to remove obstacles impacting timely project completion.

    + Draft final project report, including project “lessons learned,” for management review and approval.

    Risk Management:

    + Take a proactive stance on project risk management by:

    + Anticipating and identifying potential areas of risk.

    + Monitoring issues and risks identified within projects and cross-organization dependencies.

    + Maintaining issue, risk, and/or action logs.

    + Developing and recommending contingency plans to minimize/eliminate risks.

    Facilitate and/or Support the Following Functions:

    + Written and verbal sponsor and stakeholder communication.

    + Project team coordination, including milestone management and communication of deliverables.

    + Meeting facilitation, including agenda setting and organizing participation of subject matter experts.

    + Maintain consistent communication with project sponsors, performance managers, and clients on project progress.

    + Verify meeting minutes and decisions are documented and distributed.

    Deliverables May Include:

    + Scope definition and management.

    + Business requirements and needs analysis.

    + Process and system design requirements.

    + Gap analysis from “as is” to “to be” state.

    + Organizational design and change management actions.

    + Implementation planning, including optimizing milestones.

    + Integration of architecture design.

    + End-user training and creation of training materials.

    + Transition planning for projects or programs to new Project Managers.

    + Development and recommendation of project Key Performance Indicator (KPI) milestones and deliverables.

    Additional Details:

    + This position is located in Vancouver, WA.

    + Valid U.S. Driver’s License required.

    + No PPE, certifications, or medical monitoring required.

    Required Education & Experience:

    + Bachelor’s degree in Engineering, Business Administration, Management, Organizational Development, Computer Science, or related technical discipline preferred.

    + With applicable degree: 10+ years direct work experience required.

    + With non-applicable degree: 12+ years direct work experience required.

    + Without a degree: 14+ years direct work experience required.

    + Experience must include direct project management experience including all aspects of process development, execution, and resource planning.

    + Intermediate to advanced proficiency with MS Project, Visio, and Access.

    + Demonstrated experience with problem solving and root cause identification.

    Preferred Skills & Experience:

    + PMI or PMP certification.

    This is a Contract position based out of Vancouver, WA.

    Pay and Benefits

    The pay range for this position is $65.00 - $70.00/hr.
