Role Overview :
The Director of HOME and HTF Programs contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by overseeing the processes and personnel of HOME and HTF allocation and closeout to ensure the federal and state resources are used accomplish IHCDA priorities.
As a member of the Real Estate Development team, the Director takes the lead in identifying areas for improvement for the department, promotes customer service and a continuous improvement philosophy among employees, and demonstrates leadership in interacting with all constituents, both internal and external.
Salary Statement :
The salary for this position traditionally starts at $80,000 but may be commensurate with education or work experience.
A Day in the Life:
Policy Responsibilities:
+ Develop and update application and allocation procedures and policies via revisions of the HOME and HTF funding policies for all activity types including rental, homebuyer, CHDO operating funds, and CHDO predevelopment loans
+ Develop and update CHDO certification policies and procedures
+ Annually review and update the HOME and HTF Award Manual
+ Ensure all policy changes include opportunities for internal and external feedback
+ Advise Chief Real Estate Development Officer and Director of Real Estate Allocation on policy updates for other RED funding programs and special initiatives, specifically including updates to the tax credit Qualified Allocation Plan (QAP) schedules related to using HOME and HTF as gap financing on tax credit developments
+ Work with Director of Real Estate Data and Policy on creating applicable Methods of Distribution and other portions of the Consolidated Plan and Annual Action Plan
+ Work with Director of Real Estate Data and Policy to prepare and submit to HUD the five-year Consolidated Plan, annual Action Plan, and annual CAPER
+ Write RED Notices to keep partners updated and informed on policy and procedures
+ As needed, research statutory and regulatory changes and HUD guidance
Programmatic Responsibilities
+ Oversee all aspects of the application and allocation process for the HOME, HOME-ARP and HTF programs including coordinating review assignments, schedules, and deadlines
+ Ensure quality standards are met in all aspects of application and allocation process, including meeting all commitment deadlines and expenditure benchmarks
+ Advise Chief Real Estate Development Officer on funding recommendations.
+ Ensure appropriate tracking of commitment deadlines, expenditure deadlines, CHDO benchmarks, banked match, program income, and available funds
+ Ensure appropriate reporting in the HUD IDIS system, including implementation of measures for quality control
+ Review and certify applications for CHDO status
+ Oversee closeout of HOME and HTF awards ensuring compliance requirements are met, awards are properly closed out, and that databases including IDIS and DMS are properly maintained with accurate data
+ Prepare general correspondence including memos to IHCDA Board of Directors and award notifications.
+ Review modification requests and present multiple options and recommendations. Ensure modification requests are completed in a timely manner and track turn around time for approval/denial through a department metric.
+ Provide technical assistance to partners in 1:1 settings and through group convenings such as the IHCDA CHDO Workgroup
+ In conjunction with other RED directors and managers, coordinate appropriate trainings for partners on HOME and HTF issues. This may include trainings led internally or through third-party contractors and may be a combination of webinars and in-person events.
+ Work with RED management team and contracted trainers (if applicable) to plan training agendas, evaluate effectiveness of trainings, and brainstorm ideas for future training sessions re: HOME and HTF funds.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
+ Bachelor’s degree required, preferred in finance, business, public administration, planning, or real estate development
+ Preferred 3-5 years relevant job experience in the field of affordable housing, real estate development, real estate finance, multifamily property management, community development or grant management.
+ Preferred experience with staff and program management and leading a team
+ Preferred experience with HOME and HTF funds and applicable certifications.
+ Able to perform essential functions with or without reasonable accommodation.

This role may be utilized in a supervisory capacity based on agency needs.
