Position Summary

RSI is currently recruiting a full-time Subcontracts Manager for its Oak Ridge, Tennessee headquarters. This role will lead the subcontracting function, oversee complex federal and commercial subcontract portfolios, and provide strategic guidance to project teams and company leadership. The Subcontracts Manager will be responsible for supervising the full lifecycle of subcontract activities; ensuring compliance, cost effectiveness, and alignment with company and client requirements.

Primary Responsibilities

+ Lead the subcontracting function for RSI, serving as the primary point of contact for all subcontract-related matters.

+ Provide guidance and mentorship to Contracts/Procurement team members as applicable.

+ Develop strategies for subcontracting approaches, negotiations, risk mitigation, and compliance.

+ Manage the development, issuance, and administration of Request for Proposal (RFP) and Request for Quote (RFQ) packages.

+ Oversee development and issuance of subcontracts for service, engineering, construction, and technical providers.

+ Review and approve cost proposals; analyze pricing for reasonableness and alignment with FAR and company requirements.

+ Negotiate subcontractor pricing, terms, schedules, and performance requirements.

+ Ensure appropriate flow-down of prime contract requirements and verify subcontractor compliance.

+ Oversee subcontract performance, including handling requests for equitable adjustment, disputes, performance issues, and claims.

+ Ensure timely invoice review and payment authorization in accordance with subcontract terms.

+ Manage subcontract closeout activities, ensuring complete documentation and compliance.

+ Review and approve subcontractor insurance certificates and verify adherence to company standards.

+ Track and report subcontract funding, periods of performance, and key contractual milestones.

+ Contribute to the development, implementation, and continuous improvement of procurement and subcontracting policies and procedures.

+ Monitor and interpret updates to FAR, DFARS, DEAR, and other federal regulations, advising leadership of required changes.

Job Knowledge/Qualifications

+ Strong leadership, decision-making, and interpersonal skills with the ability to influence subcontractors and internal stakeholders.

+ Demonstrated ability to manage high-volume subcontract portfolios in a fast-paced, highly regulated environment.

+ Advanced understanding of subcontract terms and conditions, risk identification, and negotiation strategies.

+ In-depth knowledge of the FAR and applicable agency supplements (DFARS, DEAR).

+ Excellent analytical, organizational, and communication skills—both written and verbal.

+ Ability to work independently with minimal oversight while providing guidance to others.

+ Proficiency in Microsoft Office Suite required; experience with Deltek Costpoint highly preferred.

Required Education and Experience

+ Bachelor’s degree in business, supply chain, contract management, or related field.

+ Minimum of 7+ years of experience in federal subcontract administration, procurement, contract management, or related discipline.

+ Prior experience managing subcontract portfolios or leading procurement/contracting functions preferred.
