    Job Description

    This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

     

    The Iowa Department of Revenue’s Legal Services and Appeals Division is currently seeking an Enforcement Actions and Appeals Bureau Chief. The Legal Services and Appeals Division interprets tax laws for the Department, manages appeals and enforcement actions, and helps ensure the Department follows the law, and helps draft and change revenue related laws. The Division also reviews requests for public records and subpoenas.

    In this position you will be responsible for:

    + Managing the day-to-day operations of the Enforcement Actions and Appeals Bureau, supervises Bureau staff and assists them with their needs.

    + Monitoring data to identify trends, opportunities for change to improve casework, and staffing needs.

    + Assisting staff with questions, fosters collaboration, and encourages input from staff to continuously improve the section.

    + Developing and maintains training materials with assistance from senior staff. Identifies opportunities for ongoing training.

    + Serving as a source of knowledge regarding Department software applications and provides support to Bureau staff and administrative support team.

    + Managing a reduced caseload and performs the same duties on those cases as staff.

    + Working closely with the Department’s General Counsel to make recommendations regarding the Bureau.

    + Analyzing inventory of cases and works with staff to provide feedback to the Compliance Division on its compliance programs.

    + Working with staff to identify issues with rules, policies and communications and brings them to the attention of the appropriate Department staff person as needed

    Preference will be given to candidates with experience in the following:

    + Experience working with appeals and contested cases in a supervisory role at the Department

    + Familiarity with multiple Department software applications

    + Knowledge of the appeals and enforcement actions processes

    + Substantial knowledge of at least one tax type and familiarity with multiple tax types or alcohol regulatory knowledge.

    Job Specific Competencies:

    + Directs and coordinates operations, resolves customer complaints and other issues

    + Mentors, advises, supervises, and evaluates the work of direct reports, administers policies and procedures

    + Navigates Department's modernized portal and case management system, IMPACT, to manage bureau's work

    + Utilizes data and conducts strategic planning for bureau to analyze performance and recommend changes

    + Applies state and federal tax and alcohol laws to appeals and case processes to assist staff and manage caseload

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

     

    2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):

    a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
