    The Business Analyst 1, 2 and 3role is to ensure that technical solutions being developed satisfy the needs of the business. At varying levels, positions work with the business to identify opportunities for improvement in business operations and processes; are involved in the design or modification of business systems or IT systems; gathers, documents, and analyzes business needs and requirements; documents the functional design of a system; and may help test the system and create system documentation and user manuals.

     

    The position is eligible for hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

    What you would do in this job

     

    + Analyze various business processes within a unit to facilitate change to leverage use of computer system capability.

    + Develop and write user reports and queries.

    + Create and write training documents.

    + Provide technical assistance on system use and troubleshoot and respond to problems and client requests for assistance.

    + Analyze business processes and procedures to recommend best practices for improving business processes through information systems.

    + Act as a system functional resource.

    + Perform other duties as assigned.

     

    What education and experience are required for this job (minimum qualifications)

    Education/Experience

    Business Analyst 1 (Non-Represented, Grade F, $74,131.20 - $120,307.20, Non-Exempt)

    Any of the following combinations of experience in business analysis processes and completed education in business administration, public administration, computer science, or closely related field:

    + High school diploma/GED with four (4) years of experience.

    + Associate degree with two (2) years of experience.

    + Bachelor's degree or higher with no experience requirement.

     

    Business Analyst 2 (Non-Represented, Grade G, $80,142.40 - $130,062.40, Non-Exempt)

    Any of the following combinations of experience in business analysis processes and completed education in business administration, public administration, computer science, or closely related field:

    + High school diploma/GED AND seven (7) years of work experience.

    + Associate degree AND five (5) years of work experience.

    + Bachelor's degree or higher AND three (3) years of work experience.

     

    Business Analyst 3 (Non-Represented, Grade H, $86,632.00 - $140,608.00, Exempt)

    Any of the following combinations of experience in business analysis work including functional requirements gathering, business process mapping, process improvement methods and techniques, information technology knowledge with emphasis on databases, spreadsheets and report, and/or Asset Management and completed education in business administration, computer science, data science, information management, or closely related field:

    + High school diploma/GED AND eight (8) years of work experience.

    + Associate degree AND six (6) years of work experience.

    + Bachelor's degree or higher AND four (4) years of work experience.

     

    Knowledge, Skills and Abilities

     

    + Knowledge of goals, operating procedures, workflow, and regulations regarding departments functions.

    + Knowledge of workflow analysis and simplification techniques.

    + Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access, and Power Point). Proficiency in the use of Crystal Reports or similar application preferred.

    + Ability to read, analyze and interpret professional journals, technical procedures, and government regulations.

    + Ability to write reports, business correspondence and procedure manuals.

    + Ability to effectively present information and respond to questions from groups of customers or clients.

    + Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.

    + Requires the skill to provide client services to the public and other agencies within the organization.

    + Requires tact, courtesy, and cooperation in dealings with others where the primary purpose is the exchange of information.

    + Good written and verbal communication skills and the ability to communicate with a diverse group of customers and teams at all levels of the Council to accomplish project, team, or work goals.

    + Intermediate computer skills in word processing, complex spreadsheets, graphics presentations, database management (Word, Excel, Access and PowerPoint).

    + Ability to present information and respond to questions from groups of stakeholders in a live setting.

    + Ability to represent Metro Transit’s needs related to asset management business processes. Requires tact, courtesy and cooperation in dealings with others where the primary purpose is the exchange of information.
