A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. Work Environment:
This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs)

Position Summary:
The Assessment Content Development Principal Consultant for Science and Mathematics provides primary oversight of all CMAS science and mathematics content development, including the full range of related activities and materials. This position also oversees content development for Colorado’s alternate science assessments and serves as the Assessment Division’s subject-matter expert for all science and mathematics needs, including support for the college entrance assessments.
The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.
Major Duties and Responsibilities:
Content and Assessment Expertise
• Provides primary oversight and final authority for the content included on Colorado’s six general population mathematics and three science assessments administered statewide each spring.
• Oversees content development for Colorado’s three alternate science assessments designed for students with the most significant cognitive disabilities.
• Serves as the state’s content expert for mathematics and science within Colorado’s assessment program, including support for assessments not developed specifically for Colorado.
• Leads the development of all mathematics and science assessment materials, ensuring alignment with Colorado Academic Standards and best practices in large-scale assessment design.
• Contributes content expertise to the design of assessment reports, score interpretation materials, and educator resources.
Program Management and Vendor Collaboration
• Manages all vendor activities related to content development for mathematics, science, and alternate science assessments, working collaboratively with vendors and across CDE’s Assessment Division to ensure all content areas are aligned.
• Implements and maintains systems to monitor vendor performance daily, ensuring high-quality deliverables and adherence to timelines.
• In collaboration with the Technology and Assessment Administration Specialists, provides final approval for mathematics and science assessment content prior to statewide administration through the vendor’s test delivery platform.
External Support and Communication
• Co-develops and co-facilitates educator meetings (e.g., item writing, content review, data review, anchor review), providing final approval for all plans, materials, and outcomes.
• Provides guidance and technical support to educators and districts regarding assessment content, design, and interpretation.
• Represents the Colorado Department of Education as the state authority for mathematics and science assessments by developing presentations, leading discussions, and delivering trainings to diverse audiences.
• Engages with national organizations and professional networks to stay current on research and best practices in mathematics and science assessment.
• Maintains effective communication with districts, vendors, internal CDE units, and other stakeholders to ensure clarity, consistency, and collaboration.
Cross-Department Collaboration and Integration
• Collaborates with multiple CDE offices to ensure assessments meet state and federal requirements, align to Colorado Academic Standards, and are accessible to all students, including those with disabilities and English learners.
• Performs other duties as assigned to support the goals and priorities of the Assessment Division.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:
• Bachelor’s degree in education (science and/or mathematics concentration preferred), educational measurement, assessment, research or related field from an accredited college or university.
AND
• At least three (3) years’ experience in K-12 education, preferably in mathematics and/or science.
QUALIFICATIONS AND CONDITIONS:
Qualifications for Success in the Position:
• Excellent oral and written communication skills.
• Strong knowledge of the Colorado Academic Standards in math and science, multi-dimensional science standards, and an understanding of the relationship between standards and assessment.
• Experience with large-scale online and paper-based assessment tasks, including development, production, administration, scoring, and reporting.
• Experience in implementing proactive project management techniques to manage complex projects and multiple simultaneous tasks to achieve high stakes/high visibility goals.
• Strong ability to work successfully as an independent self-starter in a high pressure environment.
• Knowledge of statistics and their interpretations related to assessment development, scoring, and reporting.
• Proven ability to exercise judgment and discretion in implementing departmental and agency policies and procedures.
• Proficiency with Microsoft Office Word, Power Point, and Excel.
• Experience in representing organizations and interacting with a variety of constituents, including meeting facilitation, presentations, and trainings.
• Familiarity with federal and state laws, rules, and policies regarding assessment and accountability.
• Ability to pass a background check, which includes a motor vehicle records search.
• Ability and willingness to travel.
Preferred:
+ Master’s degree in education (mathematics and/or science concentration preferred), educational measurement, assessment, research or related field from an accredited college or university preferred
• At least five (5) years’ experience in K-12 education, preferably in mathematics and/or science.
• Three (3) years or more experience in assessment item development (preferably mathematics and/or science, including selected and constructed response online items) including writing and reviewing assessment items (e.g., participation in state item writing and item review educator meetings).
• Experience in monitoring contracts and adhering to strict schedules and deliverable timelines.
• Experience with students with disabilities and/or English learners.
• Proficiency in reading Spanish.
• Familiarity with current practice and trends in large scale assessments.
• PMI certification.
