New York City is a leader in building and supporting neighborhood commercial districts that thrive and innovate. SBS’s Neighborhood Development Division (NDD) assists in the creation and support of community-based development organizations (CBDOs) that advance the growth of commercial districts across the five boroughs. We work with CBDOs to build vibrant neighborhoods where New Yorkers can shop, work, and live by:
- Working with community partners to identify commercial district needs and plan targeted, customized solutions
- Offering training, tools, and one-on-one assistance to build the capacity of local community-based organizations
- Administering grant programs to revitalize, strengthen, and support commercial districts
- Supporting and overseeing the largest network of Business Improvement Districts (BIDs) in the country
Job Description:
SBS is seeking a dynamic Director of Capacity Building Programs to lead the agency’s efforts to build the capacity of neighborhood-based nonprofit organizations serving commercial districts across the city. As a senior member of SBS’ Neighborhood Development Division, the Director will lead the Capacity Building Team by managing a team of program managers who collectively administer programs and services that strengthen the capacity of economic development and commercial revitalization-focused CBDOs in Low- to Moderate-Income communities. NDD’s Capacity Building Programs include cohort-based programs such as Coro Neighborhood Leadership, the Avenue NYC and Neighborhood 360 grant programs, as well as non-profit management training workshops, one-on-one technical assistance, coaching, video storytelling, and other skill building opportunities. The position reports to the Assistant Commissioner of the Neighborhood Development Division.
Responsibilities:
- Manage a team of 4-5 staff members dedicated to the oversight and support of NDD’s Capacity Building programs, including vendor selection, program implementation and contract management;
- Oversee the implementation of a comprehensive and strategically sequenced set of new and existing commercial revitalization and Capacity Building programs;
- Coordinate recruitment and selection of program participants across city agencies, local elected officials, and community organization networks;
- Proactively advance projects, identifying needs and opportunities for program and process enhancements, and ensuring the team of program managers is delivering on project milestones;
- Convene partner organizations and neighborhood development practitioners on a regular basis to allow for exchange of best practices, innovative problem solving, understanding of challenges, and the need for ongoing technical assistance;
- Facilitate conversations with CBDOs and City agencies on a range of complex issues and projects that impact commercial corridors;
- Coordinate the development of training materials that highlight SBS services, programs, and expertise (i.e. Commercial Revitalization guides and facilitated learning experiences);
- Develop and deliver public presentations, briefings, and other written / verbal materials to strategically communicate key project objectives, findings, and recommendations to agency senior staff, and other external stakeholders;
- Manage junior staff, fellows, and interns on multi-team projects and assignments, as needed;
- Identify opportunities to build and expand the skills of NDD staff members to better assist the organizations and commercial corridors we work to improve;
- Serve as a responsive and insightful representative of SBS at assigned BID Board of Directors meetings and public events;
- Other projects and tasks as assigned.

This position may be eligible for remote work up to two days per week, in accordance with the Remote Work Pilot Program established between the City and DC37; however, note that per this program, employees may be required to report to the workplace in person if operational needs warrant.

Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
