The primary purpose of this position is to serve as a Program Analyst and technical expert providing planning, analysis and advisory serves within the Exercise Division of the SOCNORTH Operations Directorate. Responsibilities Serves as a SOF subject matter expert (SME) exercise planning officer responsible for planning coordinating, and synchronizing exercises, in support of SOCNORTH, USNORTHCOM, other Combatant Commands, Partner Nations and Interagency exercises objectives. Serves as an Operations Officer in the SOCNORTH SOJ3 (Operations Directorate) responsible for identifying the implications that national policy and national and theater level strategy have on special operations supporting plans in the USNORTHCOM area of responsibility (AOR). Serves as a Joint Staff Officer of a subordinate unified command of USSOCOM and under the OPCON of USNORTHCOM. Performs duties as a Liaison Officer (LNO), LNO team member, or as a member of a deployable command and control element for special operations activities throughout the USNORTHCOM area of responsibility (AOR). Member is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and program view point to ensure overall information protection requirements meet mission requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent (may have been obtained in the federal service, military, or public sector). Example of specialized experience includes expert knowledge of SOF and mastery of DoDs exercise program to analyze current policy, strategy, and plans that affect the unit's roles and missions and provide advice and guidance to ensure that the exercise program supports SOCNORTH Commander's intent; comprehensive knowledge of missions, organizations, capabilities, and critical roles of mission partners to include USG interagency, DOJ, FBI, DOS, FEMA, DOE, adjacent TSOCs, COCOMs, Functional Combatant Commands, and SOF partner nations; mastery knowledge of the DoD exercise program to develop realistic exercises that truly test readiness for SOF to contribute to DoD led or DoD supported operations throughout the USNORTHCOM AOR; extensive knowledge of the Joint Training System and the policy and procedures governing the planning and execution of CJCS-sponsored and JEP-designated exercises. Mastery in exercise development in accordance with the joint event life cycle (JELC), to include extensive background in developing realistic and challenging scenarios; In-depth knowledge of SOCNORTH policies, strategy, plans, and assessment for identifying and assessing the implications that national policy and national theater level strategy have a special operations supporting plans in the USNORTHCOM AOR; knowledge of the Adaptive Planning and Execution System (APEX), CJCS CONPLAN 0300, CONPLAN 7500, USSOCOM Global Campaign Plan for Special Operations, USNORTHCOM Theater Campaign Plan, CONPLANs and EXORDS; expert knowledge of exercises in defense of the homeland with emphasis on CT, CWMD-T, and C- TOC in Mexico / Bahamas; knowledge of Joint Special Operations doctrine, policies, procedures, Crisis Planning, and Find, Fix, Finish, Exploit, Analyze, and Disseminate (F3EAD) methodology; extensive knowledge of the Joint Training System and the policy and procedures governing the planning and execution of CJCS sponsored and Joint Exercise Program (JEP) -designated exercises as well as in- depth knowledge and skill in exercise development in accordance with the Joint Event Life Cycle (JELC). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of current policy, strategy, and plans that affect the unit's roles and missions and exercise program design, sufficient to provide advice and guidance to ensure that the exercise program supports SOCNORTH Commander's intent. 2. Knowledge of missions, organization, capabilities and critical roles of mission partners to include USG interagency (DOJ, FBI, DOS, FEMA, DOE), adjacent GCCs (PACOM and SOUTHCOM), and Functional CCMDs (USSOCOM, STRATCOM, CYBERCOM, etc.), and partner nation SOF. 3. Knowledge of exercise program design and SOF capabilities to analyze, develop, and implement realistic exercise scenarios that truly test readiness for SOF to contribute to DoD led or DoD supported operations throughout the USNORTHCOM AOR. 4. Knowledge of SOCNORTH policies, strategies, plans, exercises and assessments for identifying the implications that national policy and national theater level strategy have on special operations supporting plans in the USNORTHCOM AOR. 5. Knowledge of Joint Special Operations doctrine, policies, procedures, Crisis Planning, and Find, Fix, Finish, Exploit, Analyze, and Disseminate (F3EAD) methodology. 6. Skill and ability to effectively communicate complex issues orally and in writing; demonstrated ability to think critically, and independently, formulate recommendations and positions within bounds of US Codes and policy; demonstrated skill to foster and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
