The Bureau of Long Term Care is seeking a forward-thinking, self-motivated, and innovative individual to join our team as aData Specialist.This is an exciting opportunity to play a key role in supporting data-driven decision-making and continuous improvement efforts across the bureau.
In this role, you will collect, analyze, and interpret data to inform strategic decisions and support leadership initiatives, develop and manage data systems, including importing, training, troubleshooting, and ensuring data quality and integrity, oversee quality control and data input processes to ensure timely and accurate data collection, assist with data visualization, reporting, and analysis to support program goals, support research and respond to informational requests and contribute to policy development and audit processes to evaluate compliance with applicable laws, regulations, and standards. You will work closely with the Bureau Chief, Quality Assurance Manager, program policy staff, field teams, and Idaho Medicaid providers. This position is ideal for someone who enjoys critical thinking, collaboration, and making a meaningful impact through data and compliance work.

Is skilled in assessing compliance with policies and regulations. Can identify and recommend process improvements. Communicates effectively through written reports and stakeholder engagement. As a Program Specialist, you’ll collaborate with a wide range of stakeholders—including Medicaid providers, associations, other Medicaid bureaus, and Health and Welfare divisions—to ensure compliance with the Idaho Medicaid Provider Agreement, Idaho Administrative Code (IDAPA), and federal regulations. Your work will directly contribute to enhancing the quality of services provided under the Bureau of Long Term Care.
This is a statewide position and will report to their nearest DHW location.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
+ Collect, analyze and aggregate data from all assessment and monitoring activities, assess for compliance with applicable state and federal regulations.
+ Track data across multiple tools and trouble-shoot issues as they arise.
+ Prepare comprehensive written reports including supporting conclusions, possible deficiencies, recommendations for improvement, and recommendations for compliance enforcement.
+ Present findings and results to management and advise on compliance with established requirements and standards.
+ Support administration in evaluating program policies, procedures or system modifications and recommending changes based on data analysis.
+ Investigate and document incoming complaints and critical incidents, including abuse, neglect and exploitation complaints.
+ Conduct HCBS provider training(s) and provide expertise and technical assistance to providers, staff, and other stakeholders, including responding to public record requests and other inquiries, to ensure professional, accurate, consistent program administration and communication.
+ Possess a high attention to detail, exceptional documentation and writing abilities, and organizational skills. Proficiency with a minimum intermediate level experience in Microsoft Excel, Word and PowerPoint is expected.
+ Schedule and conduct audits for provider compliance in accordance with IDAPA and Idaho Medicaid provider Agreement(s).
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Experience developing, recommending and evaluating operating procedures and recommending changes. Typically gained by
approximately one year of experience where this was a primary responsibility of the job. This experience may include participation in a regional or statewide quality assurance team, business change or project team or a similar assignment.
+ Experience developing technical written materials such as policies, technical manuals or rules/regulations. Typically gained by at least one year experience working in a business setting developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
+ Experience providing technical program assistance to staff. Typically gained by at least one year of experience providing technical assistance to staff in a business setting which could include formal and informal assignments to assist, mentor or train new staff.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
