Summary The Director of Human Research Protection Program (DHRPP) is responsible for the oversight of all human research at the White River Junction VA Medical Center. The position works closely with study staff, investigators, regulatory and funding agencies to ensure regulatory compliance and ethical consideration is given to each research project. This position also serves as the Director of the Veterans Institutional review board for New England (VINNE). Responsibilities This is a non-bargaining unit position. The work is mainly sedentary; however, travel will be required at times. No special physical demands are required to perform this work. The position may be required to work weekends and other irregular tours of duty. Typically, the position may sit comfortably to perform portions of work, however there is periodic walking to and from the Research building to the main hospital, within the research building, standing, bending, carrying of light items such as files, policy and committee meeting binders, books, etc. Supervisory Probationary Statement: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Major Duties: Formulates human subject research policies and procedures Manages human subject research program Has oversight of performance appraisal and merit pay programs Manages human subject Institutional Review Boards (IRB) Assists investigators with complex human subject regularity questions Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. The Selective Placement Factor for this position is: Experience working as a Human Subjects Institutional Review Board (IRB) Director, Chairperson, or IRB Committee Coordinator. Preferred experience after 2019 while working with the international harmonization law and new common rule for IRBs. AND You may qualify based on your experience as described below. Individual Occupational Requirements: You must possess a Bachelor's or graduate/higher level degree with a major study in an academic field related to the medical field, health sciences or allied sciences that is appropriate to the work of the position; AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience planning, developing, and implementing research related program objectives. Experience hiring, training, managing, and completing performance appraisals for research staff. Experience administering research regulatory committees and Institutional Review Boards (IRB). Experience working with human research program operations and project management. Experience working with research regulations and good clinical practices. You will be rated on the following Competencies for this position: Communication Problem Solving Organizational Awareness Research Managing Human Resources AND Additional Assessment Requirements: Executive Order (EO) 14170, Reforming the Federal Hiring Process and Restoring Merit to Government Service ("Restoring Merit"), and the Chance to Compete Act of 2024, require agencies to "incorporate skills-based and competency-based technical assessments" into the Federal hiring process. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
