    Maryland Transit Administration (MTA) is seeking qualified candidates for the position of Pension Financial Analyst. This position reports to the Pension Director and is responsible for managing the financial operations and reporting functions of the MTA Union Pension Plan. The Union Pension Plan covers approximately 3,000 active union employees and over 2,000 retirees receiving monthly benefits.

     

    The Pension Financial Analyst ensures the financial integrity of pension contributions, benefit disbursements, and related reporting in compliance with all applicable federal, state, and collective bargaining requirements. This position will play a critical role in coordinating financial reconciliations, preparing annual pension financial statements, supporting tax and regulatory filings, and working closely with actuaries, auditors, and the Maryland State Retirement Agency (MSRA). The Pension Financial Analyst will support the Pension Director by preparing financial analyses, developing reports and presentations for the Pension Board, and assisting with vendor management and operational improvements. This position will also collaborate with Payroll, Human Resources, Accounting, and IT to ensure accurate data integration and reconciliation across multiple systems including ADP, SYSK, and other HRIS platforms.

     

    Ideal Candidate

     

    The ideal candidate will possess strong knowledge of financial accounting principles, pension/retirement plan regulations, and proficiency in financial reporting and analysis. Experience working with payroll or HRIS systems such as ADP, SYSK, Workday, or SAP is highly desired. The candidate should demonstrate strong analytical skills, attention to detail, and the ability to communicate financial information clearly to both technical and non-technical stakeholders.

     

    The current vacancy is located in Baltimore City, MD.

    Qualifications

    Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

     

    Experience: Six years of experience in administrative staff or professional work. *Four (4) years of this experience must have involved one or more of the following: preparing and analyzing financial reports, performing account reconciliations, ensuring compliance with financial regulations, or supporting the financial operations of a defined benefit pension plan or similar program. One (1) year of the required experience must have been in pension accounting, payroll financial reconciliation, or public-sector financial reporting.

     

    *Selective Qualification recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skill, or ability). No substitution is allowed for a selective qualification.

    Notes:

    + Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

    + Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

    + Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

    + Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.

     

    Licenses & Certifications

     

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
