The Maryland Transit Administration (MTA) an agency within the Maryland Department of Transportation (MDOT), is seeking a detail-oriented and highly organized HR Compliance Coordinator to support critical hiring and compliance functions across the agency. This position plays an essential role in ensuring that all pre-employment, re-employment, and internal transfer processes comply with MTA, MDOT, State of Maryland, and federal requirements. The incumbent coordinates background investigations, employment verifications, pre-hire screenings, and related documentation to support timely and compliant onboarding of new employees.
Key Responsibilities:
Pre-Employment Screening Coordination
+ Coordinate all pre-employment background check activities including criminal history, employment verification, reference checks, education and credential validation, and driving record reviews.
+ Ensure timely completion and documentation of pre-employment drug and alcohol testing per DOT/FTA requirements.
+ Track and monitor pending background checks to ensure prompt clearance for hiring.
+ Communicate with candidates regarding pre-employment requirements and ensure proper completion of all forms and releases.
+ Partner with Safety/Risk Management, external background check vendors and law enforcement agencies to obtain results and maintain secure records.
Compliance and Documentation
+ Maintain accurate and confidential records of all background check and pre-employment documentation.
+ Ensure adherence to federal, state, and agency laws including FCRA, EEOC, ADA, DOT/FTA, and MTA policies.
+ Prepare compliance reports, summaries, and audit documentation for internal and external reviews.
+ Monitor policy changes and regulations impacting hiring, background checks, or employment eligibility.
+ Serve as a liaison with MDOT HR, Legal, and Safety divisions to address compliance questions and discrepancies.
Process Improvement and Communication
+ Review and recommend updates to pre-employment and compliance procedures to enhance efficiency and accuracy.
+ Develop and maintain standard operating procedures (SOPs) for background screening and employment compliance.
Preferred Qualifications:
+ Bachelor’s degree in human resources, Business Administration, Public Administration, Criminal Justice, or a related field.
+ Knowledge of FCRA, EEOC, ADA, DOT/FTA drug and alcohol testing regulations, and other employment compliance standards.
+ Demonstrated experience handling confidential information with discretion and accuracy.
+ Experience in a public-sector or transportation environment.
+ Experience with HRIS or case management systems (Infor Global HR, Workday, or PeopleSoft).
+ Certification such as SHRM-CP, PHR, or FCRA Certified Compliance Professional.
+ Familiarity with fingerprinting systems, CJIS, or state background check processes.
Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three years' experience in administrative or professional work. *Two (2) years of experience coordinating or conducting employment background checks or pre-employment compliance activities in accordance with federal or state regulations.

Notes:
+ Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
+ Candidates may substitute the possession of a bachelor's degree from a college or university for the required experience.
+ Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
Licenses & Certifications
Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
