The primary purpose of this position is To serve as the Small Unmanned Aerial Systems and Counter small Unmanned Aerial Systems Program Manager as such, provide technical expertise, expert guidance and comprehensive advice to Security Forces and installation-level leadership on sUAS and C-sUAS readiness, training, risk management, and integrated defense capabilities. Responsibilities The primary purpose of this position is: To serve as the Small Unmanned Aerial Systems (sUAS) and Counter small Unmanned Aerial Systems (C-sUAS) Program Manager to the 628th Security Forces Squadron. As such, provide technical expertise, expert guidance and comprehensive advice to Security Forces and installation-level leadership on sUAS and C-sUAS readiness, training, risk management, and integrated defense capabilities. Administer all sUAS and C-sUAS software, databases, and maintain accountability of related equipment, certifications, and training. Manage sUAS and C-sUAS standards and evaluations program and provide readiness determinations for Security Forces members. DUTY 1: Manages small Unmanned Aerial Systems and small Unmanned Aerial program for the Security Forces Squadron and performs as a subject matter expert for all assigned small Unmanned Aerial Systems and small Unmanned Aerial Systems. platforms. DUTY 2: Serve as the training authority and expert on all matters involving modernization and programming of Small Unmanned Aerial Systems and small Unmanned Aerial Systems. DUTY 3: Conducts long-term planning, workload management, functional/technical advice and guidance, and continuity of operations for the unit-level sUAS and C-sUAS program. DUTY 4: Manages all sUAS and C-sUAS program software and equipment logistics. Perform on-hand accountability and record keeping of program-related equipment which requires operating Government Owned Vehicles (GOV) as part of assigned duties. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector) Examples of specialized experience include applying knowledge of a wide range of collateral, SAP and SCI security principles, concepts, and methodologies to review, independently analyze, and resolve difficult and complex security problems; these problems can vary, but specifically the incumbent will always deal with security agreements with foreign governments for security resources and responsibility sharing; apply policy direction to contractors and government/military officials and develop guidance for applying security policy, procedures, techniques, equipment and methods to a variety of work situations and various levels or degrees of security controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the concepts, principles, practices, standards, methods, techniques, materials and equipment associated with aerial surveillance sUAS and C-sUAS programs. Expert knowledge of military, Federal Aviation Administration or International Civil Aviation Organization (ICAO) sUAS regulations and operating procedures, expert knowledge of flight operations (manned or unmanned) and working knowledge of fixed and deployable C-sUAS equipment and technology is critical to the successful performance of the work. Expert knowledge of the laws, rules, regulations, and procedures governing the conduct of Air Traffic Control (ATC) operations and the separation of aircraft in terminal radar approach control and control tower operations, and of the functional and operational limitations of ATC equipment such as: radar systems, navigational aids, weather indicators, remote status indicators, radios, landlines, recording equipment, ATC simulation systems. Comprehensive knowledge of OSD, AF, USNORTHCOM and other COCOM sUAS and C-sUAS regulations, policy, directives/instructions and guidance, and the relationship of the various DoD entities involved in overall planning and execution of military operations and evaluations, as well as a working knowledge of joint and allied services military organizations, procedures, and policy as related to sUAS and C-sUAS operations. Skill in review and analysis techniques and methods to appraise assigned aerial surveillance programs or projects. Identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success. Skill in application of aerial surveillance training techniques and principles in order to both help develop training operators acquire knowledge in operation of sUAS and C-sUAS systems as well as develop additional competent trainers for the same purpose. Ability to plan, organize, and lead others in studies or projects, clearly and cogently present data and recommendations. and advocate to leadership for acceptance and implementation of recommendations where proposals involve unprecedented programs where little, or no guidance exist and where substantial resources or extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
