    Job Title: Request for Consideration – Lieutenan t , Emergency Services Unit

     

    Dept/Div: MTA Police Department/ Special Operations Division

     

    Supervisor: Commanding Officer, Special Operations Division

    Summary:

    The MTA Police Department is seeking qualified members of the department who are interested in being assigned to the Emergency Services Unit as a Lieutenant .

    Responsibilities:

    Responsibilities of a Emergency Services Unit Lieutenant includes but is not limited to:

    + Serves as a field and administrative commander within the MTAPD Emergency Services Unit.

    + Supervises ESU Sergeants, Officers, and Specialized Teams.

    + Ensures readiness of personnel and equipment, coordinating tactical, rescue, and hazardous incident responses across the MTA service region.

    + Assign personnel to specialized tasks such as tactical operations, heavy rescue, hazardous materials response, or counterterrorism support.

    + Review after-action reports and incident debriefings to assess operational effectiveness.

    + Enforce departmental rules, regulations, and safety standards.

    + Command or coordinate ESU response to high-risk incidents including armed subjects, barricaded persons , hostage situations, or active shooter events.

    + Oversee specialized rescue operations such as vehicle extrications, confined space rescues, and rail/bridge/tunnel recovery incidents.

    + Ensure ESU readiness for emergencies involving MTA facilities, tunnels, bridges, rail lines, and terminals.

    + Coordinate with local, state, and federal agencies during large scale or multi-jurisdictional operations.

    + Provide tactical and operational guidance to field supervisors during critical incidents.

    + Ensure all ESU personnel maintain required certifications.

    + Oversee training programs for ESU personnel in tactical operations, rescue techniques, hazardous materials handling, and counterterrorism response.

    + Supervise inspection, maintenance, and inventory of ESU vehicles, weapons, rescue tools, protective gear, and specialized equipment.

    + Coordinate joint exercises with regional emergency services, fire, and EMS agencies.

    + Monitor overtime, staffing, grant funds, and resource allocation to maintain effective coverage.

    + Additional duties as assigned by the Commanding Officer of Special Operations Division.

    Qualifications:

    Interested members must , at a minimum, possess the following qualifications/requirements to be considered for th is position:

    + Currently hold the rank of Lieutenant or the position of ESU Sergeant and currently on the Lieutenant promotional list within the MTA Police Department.

    + Must have had previous experience working in the Emergency Services Unit.

    + Must have substantial experience in tactical operations and emergency services.

    + Must have completed department approved Emergency Services/Tactical Operations Training.

    + Must have completed department approved training in technical rescue such as ropes, confined space, and vehicle extrications.

    + Must have completed Emergency Medical Technician training.

    + Completion of the FBI-LEEDA Trilogy or any part of preferred.

    + NYDCJS General Topics Instructor Certification preferred but not required.

    + Be willing to commit to three (3) years of service with the Emergency Services Unit.

    + Skilled in planning, directing, and evaluating complex tactical or rescue operations.

    + Proficiency in the use and maintenance of specialized equipment, vehicles, and protective gear.

    + Physically fit to perform rescue, tactical, and emergency operations under demanding conditions.

    + Commitment to ongoing training, professional development, and operational excellence.

    + Demonstrated leadership, judgement, and decision-making ability.

    Interested employees who meet the above listed qualifications will be invited to participate in a panel interview. Candidates should understand that excessive sick occurrences or disciplinary history may disqualify them from sitting for a panel interview.
