    Principal Rail Capital Financial Analyst

    Summary :

    The Principal Rail Capital Finance Analyst plays a key role in helping coordinate project scoping details, selections, and the prioritization of a Rail Operations’ capital investments that enhance safety, reliability, and capacity across the rail system. This position also works with budgeting, procurement, and contract administration to support internal company processes while ensuring compliance with regulatory and funding requirements. Monitors project performance to help ensure efficient, on-schedule delivery and effective use of financial resources. Working closely with operations, engineering, and capital delivery teams, this role helps ensure that capital investments are aligned with Rail Operations’ needs and strategic priorities. As part of a team committed to delivering capital projects that provide long-term value, this position supports NJ TRANSIT’s mission to build a modern and reliable rail network that meets the region’s future transportation demands.

    Roles and Responsibilities :

    •Prepares, develops, implements, and monitors Rail Operations capital budgets to ensure that spending limits are met.

    •Coordinates the review, submission, and approval of capital project budgets, requisitions, change orders, and funding realignments for Rail capital projects.

    •Ensures the accuracy of data charged to funded Rail programs through payroll, inventory, purchase orders, and direct financial entries; initiates corrective action when necessary to validate data integrity.

    •Provides quantitative and qualitative analysis using measures such as trend analysis, ratios, extrapolation, percentages, inflation, and other performance indicators to support Rail’s capital programs and budgets.

    •Provides Rail-related capital project data for the preparation of reports for federal compliance.

    •Works collaboratively with other NJ TRANSIT departments to align project funding and financial controls with strategic priorities and ensure efficient project delivery.

    •Supports long-term capital project planning and prioritization efforts by integrating fiscal analysis into project development and scoping activities.

    Education, Experience and Qualifications / Knowledge & Skills Required :

    •Bachelor’s degree in Finance, Accounting, Business Administration, related area or equivalent Bachelor’s degree in Finance, Accounting, Business Administration, Transportation Planning, Economics, Public Policy/Administration or a related field.

    •Minimum of three (3) years’ experience in the development, preparation, implementation, or financial controls of transportation projects.

    •Master’s Degree or professional certification(s) in a relevant field may be counted for up to one (1) year of required experience.

    Knowledge and Skills :

    •Experience working with financial management systems and capital reporting tools.

    •Demonstrated experience with financial reporting and analysis.

    •Proficiency in Microsoft Office products including, Excel, Word, Outlook, Teams and Access required, strong PC skills essential.

    •Excellent verbal and written communication skills with the ability to present complex financial data clearly and persuasively

    Working Environment :

    • Work environment: Primarily office-based with site visits (including field inspections at stations, yards, and facilities).
