The primary purpose of this position is to serve as the Joint Readiness Program Specialist for a Joint Force Headquarters for the National Capital Region, a component of US Northern Command (USNORTHCOM). Responsibilities Coordinates the JFHQ-NCR readiness program. Coordinates and oversees the JFHQ-NCR readiness training program. Manages the Enhanced Status of Resources and Training System (ESORTS), which provide resources standards for operational forces in terms of their ability to perform their mission essential tasks. Represents the JFHQ-NCR on readiness issues at higher management-level meetings within the organization and at conferences with USNORTHCOM, Joint Staff, DOD, and other agencies. Undertakes or participates in special projects, operational briefings, research, ongoing analyses, investigations and initiatives that have high priority for high-level JFHQ-NCR management. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is a KEY position. In the event of a crisis situation, the incumbent must continue to perform the duties until relieved by proper authority. The incumbent might be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of a key position and requires that the incumbent be removed from any military recall status. Based upon a written request from NORAD/NORTHCOM, the Reserve personnel centers will move selectees/incumbents from the Ready Reserves to the Standby or Retired Reserves, or discharge them under 10 USC 27l(b). This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of military readiness program design, practices and methodology. Work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and or to identify, analyze, and resolve readiness issues or problems. Comprehensive knowledge of HQ-NCR and USNORTHCOM operations and crisis response policies and procedures to ensure JHHQ-NCR readiness practices are consistent with those of other services. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of military readiness program design, practices and methodology. 2. Knowledge of military operations and crisis response policies and procedures to ensure JHHQ- NCR readiness practices are consistent with those of the Services. 3. Ability to plan and coordinate readiness training programs. 4. Ability to review, interpret and make recommendations to improve readiness in disaster preparedness and contingency plans. 5. Ability to conduct readiness program reviews. Skill in applying complex fact-finding, analytical, and problem-solving methods and techniques. 6. Skill in interpersonal relations and persuasiveness to gain acceptance of ideas and proposals. Skill in written and oral communications sufficient to prepare and present findings and recommendations, develop and present briefings/training, and prepare technical reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
