JOB SUMMARY

MINIMUM REQUIREMENTS & ESSENTIAL FUNCTIONS
Assesses, develops, and maintains the Material Control and Supply plan to verify inventory standards as well as agency goals and objectives are met. Provides strategic management, direction, and leadership to the staff of the Material Control and Supply Section. Serves as a senior member of the staff, providing advice on related matters, creating and managing the budget, and developing policy. Oversees the day-to-day Material Control and Supply functions and processes. #oj
Minimum Requirements
+ At least 18 years of age.
+ Must be able to comprehend and communicate fluently in verbal and written English.
+ U.S. Citizen or possess a current permanent resident card.
+ Clean criminal history; any arrest history will be individually evaluated.
+ No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
+ Bachelor’s degree (B. A. or B. S.) or equivalent from an accredited university in Business Administration, Supply Chain Management or a related field AND four (4) years of progressively responsible experience in an upper level leadership role OR equivalent combination of education and experience.
+ The following experience will apply in lieu of any degree as follows:
+ Two (2) years of direct experience for an Associate Degree
+ Four (4) years of direct experience for a Bachelor's Degree
+ Must have a valid Florida driver’s license.
+ Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver’s physical exam.
+ Must successfully complete Forklift Certification provided through the agency within six (6) months of employment.
+ Must be FCIC/NCIC certified within 6 months of employment.
+ Ability to direct the overall operations of the Material Control and Supply Section. Review and approve purchases of equipment, uniforms, and printed materials/brochures for the entire agency to include both sworn and civilian personnel. Identify equipment needs and upgrades; research technology trends to maintain state-of-the-art operations; oversee acquisition of equipment, software, and supplies. Resolve supply related problems and/or issues
+ Ability to manage the acquisition, tracking, tagging, and inventory of all agency fixed assets (those costing over $1000 and an expected duration of one year or longer, such as agency weapons and firearms; copy/scan/fax machines; desktop/laptop computers; and other specialized equipment). Supervise annual inventory updates to verify assignment and condition of items.
+ Ability to perform upper level administrative functions to include preparing and managing large-scale operating budgets, preparing correspondence and reports (schedule changes, yearly statistics, manpower needs, statistical summaries, etc.); review and monitor accounts of assigned area; approve requisitions and authorize payments, identify needs and project expenditures to meet agency goals & objectives, complete paperwork/protocol for disposal of agency-identifying equipment.
+ Ability to develop and manage uniform and equipment contracts with agency personnel.
+ Ability to uphold responsibility for testing and evaluation of new law enforcement products (e.g., uniforms, flashlights, and handcuffs undergo testing in house; firearms are received from vendor, logged, and signed out to the OCSO range for testing and evaluation.) Advise whether each product is appropriate for agency use.
+ Ability to coordinate receiving/shipping and warehouse operations performed by Material Control and Supply staff to include addressing security screening policies for incoming shipments.
+ Ability to serve as a liaison between the agency and major contractors, suppliers, and manufacturers. Answer vendor questions and resolve issues.
+ Ability to fulfill public records requests from State Attorney’s Office or Public Defenders.
+ Ability to ensure compliance with agency policies, state statutes, industry standards, and safety procedures as it relates to Material Control and Supply. Attend conferences.
+ Ability to provide logistical support and on-call support for large scale, high profile or emergency field operations such as Critical Incident Management functions (e.g., acts as the Alternative Logistics Chief for emergency situations).
+ Ability to support the agency’s goals and objectives by utilizing discretion and independent judgment.
+ Must have the ability to operate independently regarding matters of significance on a daily basis.
+ Ability to express, apply, and demonstrate thorough knowledge of the Sheriff’s Office organizational, operational, and administrative policy and procedures as well as relevant state statutes, federal laws and regulations, industry standards, and safety procedures.
+ Ability to identify problem areas when out of compliance with established standards and recommend changes to regain compliance as needed.
+ Must possess advanced leadership, supervisory/management, interpersonal, project management, and organization and planning skills.
+ Ability to build collaborative working relationships at all levels within the organization and with outside vendors/businesses.
+ Must have the ability to effectively lead with integrity and work under pressure.
+ Ability to deal with upset and/or irate agency personnel and vendors.
+ Ability to read, analyze, and interpret general business periodicals, technical journals, financial reports or shipping correspondence, agency policies and procedures, legal documents and a variety of instructions (in written, oral, diagram or schedule form).

+ Ability to respond to common inquiries or complaints and effectively present information and respond to questions from vendors, senior staff, Fiscal Management, deputies and/or other members of the agency.
+ Ability to work with mathematical concepts such as probability and statistical inference.
+ Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
+ Ability to calculate figures and amounts such as discounts, interest, and space consumption (such as area and volume) with basic algebra and geometry.
+ Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
+ Must have intermediate computer skills to include Microsoft Word (creating mail merges and complex tables), PowerPoint (utilizing animations and graphics), Outlook, and Excel (filtering data and performing mathematical/statistical functions).
+ Must have the ability to learn and utilize specialized applications and informational systems (e.g., FCIC/NCIC, MobileCom, inventory software, order processing systems, human resources systems software, and payroll systems) and use the Internet effectively to research information.
SUPERVISORY RESPONSBILITIES:
+ Ability to direct and manage subordinate managers, supervisors, and employees in Material Control and Supply.
+ Ability to be responsible for the overall direction, coordination, and evaluation of this entire section.
+ Ability to carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include approving time off, overtime, and payroll; interviewing and training employees; assists in employee development; planning, assigning, scheduling and directing work; revising or changing procedures; appraising performance; rewarding and disciplining employees; providing guidance and counseling; addressing complaints; and resolving problems.
+ Ability to offer opinion or recommendation for hiring, termination, and salary/classification changes.

WORK ENVIRONMENT
While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, risk of electrical shockand vibration, fumes or airborne particles, toxic or caustic chemicals, extreme heat, extreme cold, and outside weather conditions (e.g., supervising the unloading of shipments from delivery trucks). Work is generally performed in a standard office setting, warehouse, loading dock, and command posts. The noise level in the work environment is usually moderate to loud.
