The City of Norfolk's Department of Parks and Recreation is currently seeking a Division Head for our Recreation Programming and Events bureau. Under limited supervision, this position supervises, plans and directs the activities of a division within the assigned Bureau. The Division Head performs administrative duties and assists with coordinating work and developing plans and strategies.

Department Hiring Salary Range: $70,486 - $80,884
Essential Functions
Essential functions include but are not limited to:
+ Manages staff by scheduling and coordinating work assignments, training and developing, conducting performance evaluations, and providing information as needed.
+ Develops policies and procedures to ensure the division's programs reflect the National Recreation, Parks Association core service areas as well as best use of allocated funds.
+ Prepares and administers department budget; ensures all work is conducted within budgetary constraints and according to City policy, codes and standards of quality.
+ Performs administrative duties by approving and signing documents, responding to inquiries, drafting contracts, and composing correspondence.
+ Assists with coordinating work and developing plans and strategies by attending meetings with various personnel, contractors, and civic associations.
+ Develops annual budget, monitors expenditures, and approves purchases, maintains financial and participant activity reports.
+ Conducts research to stay current on recreation programs development and management.
+ Conducts ongoing evaluations of programs, services, and employees.
Education/Experience
Undergraduate degree from an accredited college or university in Recreation and Leisure Services, Public Administration or related field
2-3 years demonstrated work experience managing teams in one or more areas of expertise. May be required to have specific work experience for assignment into special areas requiring special subject matter knowledge.
Preferred License(s) and/or certifications:
+ Certified Parks & Recreation Professional
+ First Aid certification
+ CPR & Blood Borne Pathogen certification
Additional Information & Requirements
Work Location: Parks & Recreation Administration Building, 220 Boush Street, Norfolk, VA 23510
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
