Job Summary:
The Vice President, Network Payroll Services will work under the direction of Vice president of Financial Operations to manage multi-location payrolls and consolidation efforts to position WMCHealth to operate under a centralized payroll function out of the Valhalla campus. This position requires understanding plan documents, administrative rules governing payroll programs, and payroll operations regulations and financial systems (ie workday). The Vice President manages and directs the activities related to all aspects of payroll operations, including ensuring employees are paid timely and accurately and ensuring that all payments, payroll tax reporting, and benefit reimbursements are made in accordance with state and federal laws and regulations as well as WMCHealth procedures and policies.
Responsibilities:
+ Responsible for maintenance, and configuration of the time and payroll modules of the HRIS, ADP and successful conversion to Workday
+ Support UAT activities related to upgrades, patches, and testing. Identify payroll and time module improvement opportunities.
+ Understanding of system integrations, with downstream solutions that leverage ADP.
+ Responsible for managing a team of Payroll Specialists and Kronos Team.
+ Ensure team is current with all rules, regulations, requirements, and payroll processing systems.
+ Initiate changes in work assignments to ensure all processing deadlines are met.
+ Responsible for payroll processing for all WMCHealth,
+ Responsible for any review and approval of manual payroll checks weekly.
+ Verify appropriate authorization and supporting documentation for issuance of manual check.
+ Oversee the accurate withholding of deduction and submission of all payroll reports, including payroll tax, and other deductions such as garnishments, child support, IRS tax levies, and benefit reimbursements.
+ Provide strategic and operational leadership for the development and improvement of processes pertaining to payroll operations and internal control which include assessing and mitigating risk to an acceptable tolerance.
+ Direct monitoring and reporting of noncompliance monthly.
+ Provide supervision, instruction, development, and training to staff and evaluate staff.
+ Provide advice, interpretation and guidance to administration and other employees on payroll state and federal laws and regulations.
+ Review and maintain payroll policies and procedures in accordance with State and Federal requirements.
+ Develop, implement, and maintain departmental procedures that align with state and federal regulations and best practices.
+ Ensure that payroll accounting entries are generated and reconciled with outstanding items clearing timely.
+ Oversee non-resident alien compliance documentation and address and resolve related tax issues.
+ Participate in internal and external audits.
+ Work collaboratively with key stakeholders in Human Resources as well as the Controller and CFO of each hospital, and Internal Audit to ensure compliance with federal, state, and local laws as well as institutional policies and procedures.
Qualifications:
Experience:
+ Minimum five (5) years’ experience in a leadership role within a payroll department, required
+ Experience with ADP and Kronos and Workday, required
Education:
+ Bachelor’s degree in Accounting or Finance or equivalent combination of education and experience, required

+ Extensive knowledge of current payroll practices and procedures and compliance requirements
+ Extensive knowledge of payroll tax requirements including multi-state reporting
+ Ability to administer and maintain a sophisticated automated payroll system and serve as payroll Subject Matter Expert (SME)
+ Ability to maintain the integrity of payroll information in a confidential manner
+ Possess proficient PC skills, including Microsoft Office Suite of programs
+ Strong verbal and written communication skills
+ Ability to multi-task and work cooperatively with others
