Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
The Technical Analysis and Planning Manager (Manager I) will focus on day-to-day operational support of Security and Emergency Services (SES), planning/analysis activities, and reporting issues, challenges, and actions to the Program Planning & Assurance Manager, as well as the SES Senior Director, and Nevada Field Office (NFO).
Key Responsibilities
+ Provide technical support to the Nevada Field Office (NFO) by conducting and managing analyses that support Safeguards & Security (S&S) planning activities for Nevada National Security Sites (NNSS) fixed facilities and projects.
+ Manage various analyses of physical security features for multiple NNSS projects, to include complex characterizations of targets, threats, facilities, protective force, and insider threats.
+ Responsible for the implementation of Department of Energy (DOE) Order 151.1D, Comprehensive Emergency Management System and DOE Order 470.3C, Design Basis Threat (DBT).
+ Manage the development of Security Plans, Security Incident Response Plans, Emergency Response Plans and Procedures, and after-action reports, as well as advising security and emergency operations, identifying gaps in requirements, and developing solutions for the protection and response to DOE assets and projects.
+ Integrate with contractor organizations to conduct various tasks associated with the completion of analysis, planning, and operational support.
+ Develop, coordinate, and set standards and guidelines for security/emergency management planning and analysis within the confines of company policies, procedures, and DOE/NNSA orders.
+ Ensure security/emergency management planning is integrated with other applicable programs and associated documents (e.g., Baseline Needs Assessment, Site Security Plan, Cyber Security Plan, Continuity of Operations Plan, Safety Basis).
+ Maintain security/emergency management authorization basis process and support analysis in assist campaign-based mission work on the NNSS, with security and protection requirements.
+ Manage the coordination of facilities/activities on the NNSS, North Las Vegas Facility (NLVF) and other satellite locations for both the S&S and Emergency Management Programs.
+ Ensure that any proposed changes to the S&S or Emergency Management Programs are conveyed to organizations (e.g., other organizations, FM/REOP Program, national laboratories, satellite locations, NNSA/NFO) whose procedures may be impacted; make appropriate notifications to senior management and NFO.
+ Evaluate organizations, subcontractors, SPP, and DoD-sponsored organizations S&S and Emergency Management Programs for adherence/equivalency to the Nevada Enterprise Site Security Plan and/or the NNSS Consolidated Emergency Management Plan.
Qualifications
+ Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
+ Ability to provide strong technical support in the development and implementation of comprehensive security and emergency plans.
+ Familiar with Department of Energy (DOE) Order 151.1D, Comprehensive Emergency Management System and DOE Order 470.3C, Design Basis Threat (DBT).
+ Capable of leading the creation and ongoing management of security plans and reports, ensuring adherence to best practices and regulatory requirements.
+ Must drive effective collaboration and communication regarding changes in activities and processes to all impacted stakeholders, including external organizations, national laboratories, satellite locations, and senior management.
+ Skilled in supervising and mentoring a team, fostering their professional growth and ensuring high-quality performance through effective performance and project management.
+ Proficient in developing and managing budgets, standards, and metrics to achieve optimal results and drive continuous improvement within the team.
+ Demonstrated experience in strong leadership qualities, including the ability to foster teamwork, manage conflict, make timely decisions under pressure, and provide constructive feedback.
+ The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
+ Work schedule will be 4/10s Monday through Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: **$124,238.40 - $198,785.60.**
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
