    IPF IT Manager

    Position Summary

    The IPF IT Manager leads the Infrastructure Planning and Facilities IT team and acts on behalf of both IPF and MSU IT for all technology services. Responsible for IT planning, implementation, and operations to ensure IT Services capacity, effectiveness, and quality across the unit. Reporting to MSU IT, the IPF IT Manager is jointly supervised by the VP for Strategic IPF and MSU IT and charged with delivering IT Services in alignment with IPF operational and strategic goals.

    Reporting to the MSU IT ACIO with accountability to IPF, the IT Manager will primarily perform the following duties:

    + Oversees all IT projects, IT operations, and IT staff supporting technology services for IPF.

    + Participated in matrix management and collaboration with partner in IPF, MSU IT and across campus to ensure reliable, resilient and effective delivery of IT services.

    + Develops, implements, and ensures operation of IPF specific procedures in line with specialized environments to prevent disruption to 24/7/365 work schedules.

    + Identify, implement remediations in response to gaps in service to maintain a high level of service and availability.

    + Maintains vendor relationships and attends to all vendor technical and contractual needs.

    + Work with IPF and MSU IT senior leadership to remain in alignment with both IPF and MSU IT strategic goals, standards, and practices.

    + Work with IPF and MSU IT communications teams to disseminate prudent information to IPF staff and other stakeholders.

    + Works with IPF and MSU IT fiscal officers to prepare and maintain the IPF IT budget, ensuring appropriate expenditures and funding throughout the fiscal year

    + Reviews and recommends personnel actions in conjunction with IPF and MSU IT human resources team.

    + Serve as the connection point between IPF and MSU IT through MSU IT ACIO.

    + Participates on the MSU IT Federated IT leadership team, providing input into the strategic direction and operation of Federated IT.

    + Leads a focus on resource management and staff growth to ensure project, operational, and staff success.

    + Maintains currency in both higher education and technology fields through continuous learning. Staying informed on both IPF and technology industry trends.

     

    Manage the planning, evaluation, budget, administration, operations and stewardship of IT services offerings for IPF including establishment of technology direction, coordination of technology activities and projects, vendor management, resource management, and sustainability. Supervise and professionally develop the IPF Technical Team to implement and operate IT services that range from proven commodity to specialized cutting edge in support of the IPF division needs and goals. Collaborate with IPF leadership and stakeholders to identify and implement commodity, new or improved IT services to meet current or emerging needs. Jointly collaborate with IPF and MSU IT leadership to align with IPF operational strategic goals, as well as MSU IT standards, practices, and services. Serve as the IPF liaison to MSU IT to leverage shared IT service offerings and as a key leaders in IPF Services leadership team. Organize, document, and facilitate communication regarding IT service support, change, and other impacts with IPF stakeholders and staff. Process improvement planning and implementation, documenting and archiving.

    Minimum Requirements

    Knowledge equivalent to that which normally would be acquired by completing a four-year college degree; and more than eight years of related and progressively more responsible or expansive work experience in an information technology area related to management, planning, evaluation, budget, administration, and operations of IT services; or an equivalent combination of education and experience.

    Desired Qualifications

    Relevant knowledge should include experience overseeing large, complex or critical information technology projects

     

    Experience managing technology implementations of medium to large complexity

     

    Experience planning and operating technology in service of organizational strategic goals

     

    Experience managing technology life cycles and budgets

     

    Experience managing multiple IT teams delivering technology services and support

     

    Experience mentoring and coaching staff, including performing reviews and planning professional development

     

    Experience working with vendors, managing vendor relationships and issues

     

    Demonstrate skills necessary to support higher education, learning and research, including coordinating stakeholder input and management of user experience
