POSITION DETAILS

Reporting to the Human Resources Director, the Employee Relations Manager plays a pivotal role in fostering a respectful, inclusive, and supportive workplace. This will be the go-to resource in Human Resources for employee relations, policy compliance, and professional development initiatives. This role is ideal for someone who thrives on collaboration, problem-solving, and empowering others through coaching and training.
The Employee Relations Manager will serve as a trusted point of contact for employees regarding HR related concerns, conducting interviews and resolving issues with empathy and confidentiality. They will provide ongoing guidance and coaching to employees and supervisors on HR policies and best practices. The Employee Relations Manager will handle legislative and policy requirements and have oversight of implementation, agency reporting, maintenance of records, and training for policies and practices such as (but not limited to): Policy on Drugs & Alcohol, Reasonable Accommodations under Americans with Disabilities Act, Conflict of Interest Policy, Policy on Multiple Positions, etc.
The Employee Relations Manager will:
Serve as a primary contact for employees with regard to HR related complaints or concerns; conduct employee interviews and address, investigate and work to resolve employee relations issues in a confidential and objective manner;
Provide on-going guidance and support to employees and supervisors related to HR practices and procedures;
Work closely with the College Counsel and the Office of Equity, Inclusion and Belonging regarding legal matters related to faculty and staff;
Assist College Counsel in gathering documentation and statistics in response to agency requests;
Lead and manage employee professional development, including assessing employee training needs,designing, delivering and implementing programs, and evaluating program effectiveness;
Evaluate employee accommodation requests in compliance with ADA requirements, including intake, conducting the interactive process, and employee notification;
Act as the central resource for compliance tracking, ensuring policies are followed and communicated clearly across the campus community, while supporting a culture of accountability and continuous improvement;
Assist with special projects as assigned;
Serve on College or University committees as assigned;
Monitor and update the QCC HR Website as needed to ensure compliance with requirements of current legislation, as well as CUNY/QCC policies and practices;

QUALIFICATIONS
Bachelor's Degree and six years' related experience required. Related advanced degree or JD degree stronglypreferred.
PREFERRED QUALIFICATIONS
The Employee Relations Manager requires significant employee relations experience, deep subject matter knowledge, and strong communication and interpersonal skills that enable the individual to work successfully on a broad spectrum of employee and labor relations issues and projects. The preferred candidate will have:
Relevant experience in Human Resources or Labor Relations, preferably in a Higher Education and unionizedenvironment
Current knowledge of local, state and federal laws pertaining to employment policies and practices and Labor Relations, including but not limited to: Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and the Fair Labor Standards Act (FLSA)
Demonstrated ability to prepare and present written material (investigation reports, employee resolution process responses, position statements); ability to prioritize and organize work, work independently, and make sound decisions
Experience in employee professional development ortraining
High degree of emotional intelligence; experience managing sensitive complex issues and employees in varying titles and job categories; ability to use diplomacy, discretion and confidentiality
Excellent judgment in effectively assessing and resolving personnel situations and in advising managers/senior leadership; ability to prioritize and organize work, work independently, and make sound decisions
Ability to perform electronic research on a variety of labor/legal related topics
Experience working in a diverse setting
Proficiency in MS Office suite and working knowledge of HRIS – preferably PeopleSoft
CUNY TITLE OVERVIEW
Manages a portfolio of Human Resources programs and operations at the College level.
- Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
- Manages staff responsible for carrying out operations in the Human Resources office
- Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
- Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
- Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
- Compiles accurate and well-organized reports
- Assists management with developing policies, procedures, and programs to support Human Resources' objectives
- Performs related duties as assigned.

COMPENSATION AND BENEFITS
The salary range is $109,898 - $129,041 commensurate with education, qualifications and experience.
