The Idaho Department of Insurance (https://doi.idaho.gov/) (DOI) is seeking to fill a Regulatory Compliance Specialist to join our dynamic team of professionals. We are looking for an individual who has a passion for protecting Idahoans and an understanding of the law and of the insurance industry, as well as excellent communication and leadership skills. Under the supervision of theDirector,this position is responsible for supporting the Department’s regulatory activities to protect Idaho and promote a healthy, competitive insurance market while also protecting Idaho consumers. When complex regulatory questions arise, this position will be relied upon to provide advice on administrative process and law, as well as legal interpretation and counsel on the insurance code.

EXAMPLE OF DUTIES/RESPONSIBLITIES
+ Administrative and advisory duties include providing authoritative legal advice related to both technical and administrative issues which the leadership will rely upon for decision making.
+ Administrative and legal support for the Director acting as hearing officer, or appellate officer. Being able to advise on the matters of procedure as well as policy.
+ Provide counsel as to interpretations of complex, complicated and conflicting provisions of law.
+ Understands the public policy of the Department and advocates for the appropriate regulatory approach.
+ Able to articulate and communicate with other members of leadership, when not conflicted by their role.
+ Comfortable in developing appropriate and creative solutions to complex problems.
MINIMUM QUALIFICATIONS
Good knowledge of:
+ Insurance legal frameworks
+ Insurance products and provisions
+ Idaho laws and regulations, including Tile 41, Idaho Code
+ Principles and practices of administrative law and the Idaho Administrative Procedures Act
+ Trial procedure;
+ Rules of evidence.
+ The Department’s role in regulating the industry.
+ Public policy role of the legislative and executive branch.
Experience:
+ Working in a regulatory setting
+ Interpreting laws, rules and other regulatory guidance
+ Conducting legal research and drawing legal conclusions
+ Eliciting information from a wide variety of individuals
+ Experience in developing or administering public policy

+ Work collaboratively and effectively with others.
+ Has a good working knowledge of the law and of insurance but is creative in finding solutions.
+ Has good ethical and legal instincts while able to share strategies to achieve good governance.
+ Support the philosophy of matching the regulatory response to the situation—helping regulated parties understand their obligations, while recognizing when education isn't enough and action is required.
